242 <br />Whitman <br />& <br />Howard <br />BOARD OF HEALTH MEETING <br />December 17, 1954 <br />The regular meeting of the Board of Health was held Friday, <br />December 17, 1954, at 3 P.M. in the Selectmen's Room, Town <br />Office Building. Chairman McQuillan, Dr. Cosgrove and Mr. Cole <br />were present. Mr. Lurvey, Health sanitarian, and the Clerk were <br />also present. <br />Mr. Lucas of Whitman & Howard appeared before the Board at <br />3 P.M. Mr. McQuillan took up with him the itemised account of <br />their latest bill which seemed a little high. He explained that <br />the man they sent out to assist us was paid $40.00 per day, which <br />is his salary doubled, plus expenses. Also when he (Mr. Lucas) <br />is called in on consultation on some particular condition, there <br />is also an additional fee. <br />Mr. McQuillan and Mr. Lurvey both asked if it would -not be <br />possible to have a bill rendered for each month for these engi- <br />neering fees. <br />Mr. Lucas stated that he had looked -over the situation on <br />Longfellow Road, and made recommendations to Mr. McConchie on' <br />McConchie how to take care of the situation. Mr. McConchie asked Mr. Lucas <br />to come out and wee what he had done. He had lai-d a 10' pipe <br />through the swamp and covered it with stone. He has a little <br />pitch &here but it isn't enough, it's too flat for safety. <br />So Mr. Lucas told him to dig up the outlet to his various drains <br />and he would check and see what could be done: Mr. Lucas said <br />he was going to make a survey and tests again, and then work <br />out a plan for Mr. McConchie. It won't be entirely satisfactory <br />but should work properly for a few years, and he would be able <br />to make a conditional O.K. <br />Mr. McQuillan and the members of the Board feel that this <br />expense of a new survey, tests, etc., -should be paid by Mr. <br />McConchie, as he did not proceed according to recommendations <br />made at the time this area was devel5ped, and he is now Ming <br />helped to remedy this mistake. <br />The members of the Board agreed to go along with Mr. Lucas, <br />and he will advise the Board if Mr. McConchie is doing as ad- <br />vised, also send us a letter of the recommendations made to <br />Mrs. McConchie to make.this situation work out satisfactorily, <br />after the survey is made. <br />Mr. Lucas also stated that he had received a call from <br />Mr. Seabury to make percolation tests on land on the other <br />side of Rte. 128, near Wood Street, and wished approval from <br />the Board. Mr. McQuillan said he thought Mr. Seabury had a <br />right to have these recommendations as an individual. Mr. <br />Lucas said he could make a separate report for the B oard, and <br />if this development went through, the Board wouldn't have to <br />have the same percolation tests made over again. <br />Mr. Lucas retired at 3.45 P.M. <br />
