HomeMy WebLinkAbout1954-11-19240 BOARD OF HEALTH MEETING November 19, 1954 The regular meeting of the Board of Health was held Friday, November 19, 1954, at 3 P.M. in the Selectmen's Room, Town Office Building. Chairman McQuillan, Dr. Cosgrove, and Mr. Cole were present. Mr. Lurvey, Health Sanitarian, and the clerk were also present. 1 Mr. Ela, 17 Preston Road, appeared before the Board concerning Manor his connection to the town sewer requesting that he be allowed to Sewer postpon this until the spring of 1955. Mr. McQuillan stated that he would take this up with the members of the Board, and write him regarding it. Mr. John Brucchi appeared before the Board regarding drainage John of sewage into his property at 60 Paul Revere Road from a pipe Brucchi coming from Greenwood Street. He claims that his pasture land has been ruined with this sewage, and he cannot allow his animals to graze there, and wants to be allowed to use another part of his land. When Mr. Brucchi received permission to keep animals, it was with the strict understanding that he could not use this particular part of his land which is close to a neighbor's property. He also feels that the contemplated sewer should not be put in, as it would cost him money. The Board denied him permission to use this part of his land which he wished to use. Mr. McQuillan reminded him that the Board was stretching a point in allowing him to keep animals, and that he was the only one in that parti- cular area who has permission.11 Mr. McQuillan also stated that the engineers are working on this particular problem of sewage drainage into Paul Revere Road, that the solution would be either the sewer, or that the home owner would have to put in filter beds. Mr. Brucchi would like to have this pipe, Which he claims is draining into his property, stopped up. Mr. Lurvey stated that if this pipe was stopped up, the houses in back would be floating with water. Mr. McQuillan stated that the Board of Health had no juris- diction to close the pipe, that everything is being done, and that if a sewer is eventually put in, the Board does not feel that they should ask these home owners to go to the expense of building filter beds in the rear of their homes, and then in a year or two have to connect to the sewer from the front of their homes. Dr. Cosgrove reminded Mr. Brucchi that the Board of Health is concerned mainly with human rights father than animals, and that if this pipe is closed up, and the houses in back are flooded, this will be a menace to human beings. Mr. Brucchi asked to have a letter from the Board of Health stating that they cannot close up this pipe. Mr. McQuillan stated that the Board would consult with the Town Counsel, and also with Mr. Burns, regarding this. Mr. Brucchi retired at 4.05 P.M. Dr. B ent on, Animal Inspector, appeared before the Board with 1 241 regard to an increase in salary for his services. He explained that the dog bites alone have increased almost two times. The Dr. Board approved of Dr. Benton's request for a *300.00 per year Benton increase, and suggested that he write a letter of explanation to be attached to his budget. A letter from Mr. Leeland McConchie was read and noted. This was in reply to a letter sent to him giving the recommendations of Whitman &Howard on the drainage problem on Longfellow and McComb Hawthorne Roads, to which he has agreed to conform. A letter from the Department of Public Health regarding Paul sewage disposal on Paul Revere Road was read, and it was re- Revere quested by the Chairman that a copy of this letter be sent to Road the Board of Selectmen, asking for information in regard to same. The report of the L .V. N.A . for the month of October was read and noted. Bills of the Board of Health for November were approved by the Board. Letters from residents of Preston Road re connecting to the Manor sewer were read, and the Board recommended that an extension of Sewer time be allowed to Spring or early Summer of 1955 to these owners, and letters be sent to them advising of this extension. Application for a license for a Child 'Care Center Was re- Child ceived from Mrs. Harry W. Cram, 759 Waltham Street, Lexington. Care This was granted by the Board for the year 1955, provided all Cuter stipulations were met. Application for a permit to keep one goat and five poultry Animal received from Mrs. William Iverson, 26 Cottage Street, Lexington, Permit was denied by the Board, and a letter sent advising her of this decision. The following licenses were approved and granted by the License: Board: Sunnyside Sunoco Service, 324 Marrett Rd. Methyl Alcohol Countryside Texaco Service, 400 Lowell St. Methyl Alcohol The report of the Health Sanitarian from October 22 to November 19, 1954, was read and noted.
