240 <br />BOARD OF HEALTH MEETING <br />November 19, 1954 <br />The regular meeting of the Board of Health was held Friday, <br />November 19, 1954, at 3 P.M. in the Selectmen's Room, Town Office <br />Building. Chairman McQuillan, Dr. Cosgrove, and Mr. Cole were <br />present. Mr. Lurvey, Health Sanitarian, and the clerk were also <br />present. <br />1 <br />Mr. Ela, 17 Preston Road, appeared before the Board concerning <br />Manor his connection to the town sewer requesting that he be allowed to <br />Sewer postpon this until the spring of 1955. Mr. McQuillan stated that <br />he would take this up with the members of the Board, and write him <br />regarding it. <br />Mr. John Brucchi appeared before the Board regarding drainage <br />John of sewage into his property at 60 Paul Revere Road from a pipe <br />Brucchi coming from Greenwood Street. He claims that his pasture land <br />has been ruined with this sewage, and he cannot allow his animals <br />to graze there, and wants to be allowed to use another part of <br />his land. When Mr. Brucchi received permission to keep animals, <br />it was with the strict understanding that he could not use this <br />particular part of his land which is close to a neighbor's property. <br />He also feels that the contemplated sewer should not be put in, <br />as it would cost him money. The Board denied him permission to <br />use this part of his land which he wished to use. Mr. McQuillan <br />reminded him that the Board was stretching a point in allowing <br />him to keep animals, and that he was the only one in that parti- <br />cular area who has permission.11 <br />Mr. McQuillan also stated that the engineers are working on <br />this particular problem of sewage drainage into Paul Revere Road, <br />that the solution would be either the sewer, or that the home <br />owner would have to put in filter beds. <br />Mr. Brucchi would like to have this pipe, Which he claims is <br />draining into his property, stopped up. Mr. Lurvey stated that <br />if this pipe was stopped up, the houses in back would be floating <br />with water. <br />Mr. McQuillan stated that the Board of Health had no juris- <br />diction to close the pipe, that everything is being done, and <br />that if a sewer is eventually put in, the Board does not feel <br />that they should ask these home owners to go to the expense of <br />building filter beds in the rear of their homes, and then in a <br />year or two have to connect to the sewer from the front of their <br />homes. <br />Dr. Cosgrove reminded Mr. Brucchi that the Board of Health <br />is concerned mainly with human rights father than animals, and <br />that if this pipe is closed up, and the houses in back are <br />flooded, this will be a menace to human beings. Mr. Brucchi asked <br />to have a letter from the Board of Health stating that they <br />cannot close up this pipe. Mr. McQuillan stated that the Board <br />would consult with the Town Counsel, and also with Mr. Burns, <br />regarding this.
