221 <br />BOARD OF HEALTH MEETING <br />February 26, 1954 <br />The regular meeting of the Board of Health was held Friday, <br />February 26th., 1954 at 3.00 P.M. in the Selectmen's Room <br />Town Office liuilding. Mr. McQuillan, Chairman, and Mr. Cole <br />were present. Mr. Richard Jackson, Health Sanitarian, and the <br />Clerk were also present. <br />Mr. Lidberg, Mr. Woods and Mr. Swenson appeared before the <br />Board. Mr. Lidberg and Mr. Woods attended at the request of <br />the Board for their failure to make application for a permit <br />to keep animals on their premises. <br />Mr. Woods explained that for yearn he had made application <br />for permit to keep swine. He no longer has any swine but does <br />have a horse. He was under the impression that the application <br />blanks sett to him were for the swine so did not sign them. <br />He will comply and sign the application for a permit to keep <br />one horse. <br />Animal <br />Permits <br />Mr. Lidberg said he had never made application for a permit <br />to keep animals, (cows) and that an application has not before <br />been sent to him. He also objected to Section 10, 4hapter IV <br />of the new Rules and Regulations of the Board of Health. <br />Mr. McQuillan explained that a Public Hearing on these new rules <br />and regulations was held to permit those interested to protest <br />if they so desired, but Mr. Lidberg said he was not aware of <br />this public hearing. <br />Mr. Swenson also objected to Article 10 re: fertilizer. <br />Chairman McQuillan auggedted that Section 10 be changed and <br />it was voted to adopt the following change in Chapter IV, <br />Section 10 - °Whenever swine manure be applied to the land <br />as fertilizer, it shall be spread immediately and turned under <br />within twenty-four hours.° <br />Mr. Lidberg, Mr. Woods and Mr. Swenson retired at 3.30 P.M. <br />Application for nomination of Inspector of Slaughtering <br />was received from the State Department of Public Health, and <br />Mr. Richard Jackson was nominated as Inspector of Slaughtering <br />by the Board. <br />Application for nomination of Inspector of Animals was Animal <br />received from the Department of Agriculture, Division of Inspec- <br />Livestock disease control, and Dr. Carl Benton was nominated tor <br />for the year 1954-1955 by the Board. <br />Letter was received from the Lexington Visiting Nurse LVN. <br />Association requesting appointment of a member of the Board <br />to serve on the Association's Board of Directors. 'Chairman <br />McQuillan agreed to represent the Board for another year. <br />Letter from Town Counsel, Mr. Stevens, regarding action Dailey <br />of Mr. Dailey's piggery was noted by the Board and it was <br />suggested by the Chairman to hold this matter up for further <br />
