HomeMy WebLinkAbout1953-12-18217 BOARD OF HEALTH MEETING December 18, 1953 A regular meeting of the Board of Health was held Friday, December 18th., 1953 at 3.00 P.M. in the Selectmen's Room, Town Office Building. Mr. McQuillan, Chairman, Dr. 'Cosgrove, and Mr. Cole were present. Mr. Richard Jackson, Health Sani- tarian and the Clerk were also present. At 3.20 P.M. Mr. James Carrig and Mr. Robert Carrig met with the Board re: Minute Man Highlands, bection 4. Minute Man H lds.�l Mr. Cole said he had looked over the report made by Whitman & Howard very carefully and was rather dubious about it. This set-up calls for 81 houses and some of this land is swamp. Mr. Carrig agreed this was so, but stated that they had the same condition in Section 1 and 3, and it worked out sat- isfactorily with no water whatever in the cellar. Mr. McQuillan agreed that some of the land was good and could be approved for building but certain lots could not be approved in their present condition. Mr. Cole said that even if fill was put in the swamp, you would still be faced with the brook being contati.nated. According to Whitman & Howard's report they do not approve of this section. Mr. McQuillan stated that the Board is doing all the engineering to produce lots for the developer, also fearful that we might have all kinds of trouble with sewage. To put sewers in later would cost over one million dollars in this section. Mr. Carrig stated that in Section 1, they suggested the system of having the engineer check the area and paid the engineer's fee in Section 1, 2, and 3 to do this, and agreed to do anything that the Board suggested. The Board expressits desire to talk this situation over with Mr. Lucas of Whitman & Howard and get a more detailed report and would then get in touch with Mr. Carrig. Mr. Carrig retired at 3.55. Mr. Lucas of Whitman & Howard met with the Board at 4.00 P.M. to discuss the problem arising in the Battle Green subdivision and also the Minute Man Highlands Section 4 development. Mr. Lucas - I haven't area but apparently it is sewer. It plugged up the field to the main street. tor pipe which plugged up Battle Green had a chance to see the Battle Green plugged up where it goes into the stone trench coming from the leaching Mr. Jackson said it was the collec- , so it couldn't go into the stone drain. 218 Minute Man Highlands Mr. Lucas stated that the collector pipe should have been covered with stone. If crushed stone wasn't put around the collector pipe, there would be trouble. Mr. Jackson said there was stone put around it. Mr. Lucas said that now he is specifying a little more in detail what should be done. Mr. McQuillan questioned Mr. Jackson if he felt that everything was done by the builder that was supposed to have been done, and Mr. Jackson said he did. Mr. Lucas - I would say this, that if everyone of these leaching fields were 1* to 2 feet above the main drain, so that if the drain was adequate, it is enough to go into that drain. Mr. Cole - The pipe from the road is stopped before it connects to the catch basin, what are we going to do? Mr. Jackson - They are putting a catch basin right by Paul Revere Road to take care of this, and the large pipe will be connected to the catch basin. Mr. Cole - What they should do is put an underground pipe for the brook or they will always have a gouge there. Mr. Lucas - What did they notice first? Did the water come up from the ground? Mr. Jackson - The water backed into the house. Mr. Lucas - This would mean that the connection to the drain is plugged up. It would mean taking out and putting in 3/4 to 1 - of stone and making a good big trench and cover the top with pea stone. Mr. Cole - On this set-up, when it comes out of this leaching field, is it pure? Mr. Lucas - According to the State it is supposed to be. Most of it will go along horizontally on filter bed, 24 to 30 inches of sand, and supposed to be pure - dot for drinking water of course. Mr. Arthur R ocque's letter pertaining to this particular was read and the suggestions noted. Mr.Cole stated that in putting a lot of houses in one area, the general area gets overloaded with sewage, and sooner or later there is going to be a demand for a sewer. Regarding the Minute Man Highlands section 4 development, Mr. Cole stated that he was dubious about this on account of the swamp and feels that the builder should fill up the swamp. Mr. McQuillan - Mr. Carrig says that Section 1 and this Section are not any worse than the others. Mr. Lucas - Part of the other section was bad, they had a bad situation and everything seems to be alright. 1 1 219 Mr. Cole - Don't you think that these low lots in the swamp should be filled with 2 feet of fill? Mr. Lucas - First would be to make the elevation bf the drains. It has to come up high and could be then satisfactory. Would have the drain cellar 2 ft. above the top of drain. The Board does not feel that this report is complete enough and suggests that Mr. Carrig have an engineer inspect each lot and make a report to Whitman& Howard as our engineers. They also feel that the developer should stand the expense of locating the lots, making the tests and making a definite report on leaching fields. Up to this time the expense of reporting on this area is over four hundred dollars. This was the procedure followed by Mr. Carrig on Section 1, and Mr. McQuillan requested Mr. Jackson to inform Mr. Carrig that we would like to have him do the same thing on Section 4. This report could then be presented to Whitman & Howard and recommendations made to the Board on the entire development. Mr. Spinelli met with the Board re: Fairbanks Road sub- Fairbanki division. Whitman & Howard's report approved of this with Road the exdeption of a couple of lots. The Boards approves this subdivision subject to acceptance of the recommendations made in the report by Mr. Spinelli. Mr. Spinelli does accept and a letter was written to the Planning Board. It was voted by the Board to request the Selectmen to Sewer insert an article in the Town Warrant asking that a committee Survey be appointed to make a study of the sewer problem in Lexington. A' letter was also sent to the Planning Board advising them that the Board decided that the proposed division of the re- Colonial mainder of the land in the Colonial Acres Development should Acres be entirely sewered. Letters from Mr. Turcott and Mr. Roberts noted regarding Sunnyfield sewer. L.*.N.A. report for November noted.
