May 15, 1953
A regular meeting of the Board of Health was held in the
Selectmen's Room, Town Office Building on Friday, May 15th.,
1953 at 3.00 P.M. Chairman McQuillan, Dr. Cosgrove and Mr.
Charles H. Cole, were present. Mr. Jackson, Health Sanitarian,
and the Clerk were also present.
Mr. George H. Cole, 4 Franklin Road, Lexington, was appointed
by the Board of Selectmen to the Board of Health, to fill out the
unexpired term of Mr. George Russell.
Dr. Carl Benton, Animal Inspector for the Town, was present,
and explained to the members of the Board the various duties of
the Animal Inspector.
At. 3.30 P.M. Mr. Rupert St3vens met with the Board in the
interest of the developers regarding the sub -division of Foster
and Dane Roads. A letter was presented from H.K.Robinson Assoc.
agreeing to the recommendations made by Whitman & Howard. Mr.
Stevens said he discussed these recommendations with Mr. Burns,
Town Engineer, who said he neither approved nor disapproved the
connection to the storm drain, but that he would disapprove it
even though he felt that the State Board of Health might approve
it, due to our having so much trouble in the past due to such
situations. He recommended that the 4" collecting pipe be left
out and also the 4" pipe connecting to the storm drain.

The members of the Board voted to apnrove this sub -division subject
to the changes above, and subject to the approval of Whitman &
Howard. A letter to be sent to the Planning Board to this effect.
Mr. Stevens retired at 4.00 P.M.
Mrs. Yntas appeared before the Board at 4.10 P.M. regarding
her permit for 1000 poultry. Mrs. Yntas explained to the Board
that in order to have 1000 laying hens it was necessary to keep
hatching baby chicks and at times had as many as 2000 or more
poultry. As the neighbors have submitted a petition complaining
of the condition of the premises and the overcrowding of the
poultry, the members of the Board after discussion, granted per-
mission to Mrs. Yntas to keep only 1000 poultry of all sizes and
types, and instructed that a letter be sent to Mrs. Yntas advising
her to this effect, and also that her premises must be kept clean
and in a sanitary condition if she wanted to continue to keep this
permit.

At 4.20 P.M. Mr. Leland McConehie appeared before the Board
relative to the sub -division on Burlington Street. He also presented
a letter stating that he agreed to follow recommendations as set
forth by Whitman & Howard. The same condition exists here as in Sub -
sub -division on Foster & Dane Roads, and thenembers of the Board Division
approved the sub -division with the exception that the 4" collect- Burl-
ing pipe and the 4" pipe connecting to the storm drain be elimi- ington'
nated, which was agreeable to Mr. McConchie, The 4hairman requested St.

Mr. McQuillan suggested that Mr. 'Cole go over the sub -division +-C
planso f Whitman & Howard on the various projects as they come up,
previous to the Board meetings.
Letters received from R. C. Savoye and F. B. Custance regarding
connection to the Manor sewer. Mr. Custance asked for an extension
of time and the Chairman requested a letter be sent Mr. Custance
extending the time to October 1st. The Chairman also requested Manor
that a letter be sent to Mr. Savoye advising him that all sewer Sewer
connections in the Manor must be made by October 1, 1953.
The Town Counsel, Mr. Stevens, appeared before the Board to
discuss with the members, the Board of Health Rules and Regulations. New
He advised that a new set of rules and regulations be drawn up and Board
recommended that Mr. Jackson #o to the State Board of Health and of
discuss the rules and regulations with them and accept. suggestions,. Heals

Health Board in other cities and towns. Also that the new rules &

rules and regulations to be presented to the Board for their
approval. Mr. Stevens retired at 5.50 P.M.
Renewal application for approval by the Department of Public
Health, Diagnostic Laboratory, of the Lexington Board of Health
laboratory was signed by the members of the Board.
It was voted by the members of the Board to appoint Mr..George
H. Cole to the Incinerator Committee as representative of the
Board of Health.
Upon motion duly made and seconded, it was voted to grant the
following permits and licenses -
