HomeMy WebLinkAbout1953-04-17200 BOARD OF HEALTH MEETING April 17, 1953 A. regular meeting of the Board of Health was held in the Selectmen's Room, Bwn Office Building on Friday, April 17th., 1953 at 3.00 P.M. chairman McQuillan and Dr. Cosgrove were present. Mr. Jackson, Health Sanitarian, and the Clerk were also present. The Chairman requested that letters be sent to residents of the Manor area regarding sewer connections. A letter to be sent to those who designated their intention to connect, but up to the present time had made no deposit. Another letter to be sent to those who have not as yet signified what their intentions are in the matter. The Section of Bedford Street included in the Manor area to be referred to the Engineering Department for advice regarding ledge in this vicinity. Petition was received signed by nineteen resident of Moreland Avenue section with regard to unsanitary conditions at 40 More- land Avenue, property of Joseph and Martha Yntas. The petition also stated that Mr. & Mrs. Yntas have about two thousand hens and no pig. The Chairman requested that a letter be written to Mr. & Mrs. Yntas calling their attention to this, and also that unless the conditions referred to in the petition were rectified, the license would have to be denied. A copy of this letter to be sent to Mr. Byington, 45 Moreland Ave., who presented the petition and also to the Board of Appeals. Mr. and Mrs. Yntas' have asked permission from the Board of Appeals to erect another hen house. Dr. Carl R. Benton, 3115 Massachusetts .Avenue, Lexingtonwas appointed Animal Inspector for the Town for the term ending March 31, 1954. A letter was written to Dr. Benton advising him of his appointment and calling his attention to the Dog Clinic which is held in the Town in May. The Chairman also requested that letters be written to Dr. Howard A. Smith, 45 Waltham Street and Dr. John J. Murphy, Jr., 2218 Mass. Ave., Cambridge, advising them of the appointment of Dr. Benton An application was received and approved from the Middlesex County Sanatorium for the re -admission of John F. Manley, 53 Forest St. to this institution A letter was received from the L.V.N.A. with regard to the arrangement whereby they will receive the amount of $1,750. in twelve monthly payments signifying their approval of this arrangement. Also a report of calls made for the month of March was received. Mr. Jackson reported that for the months of January and February, 1953, $206. has been paid to the V.N.A. and the break -down of the balance would be nine pay- ments of $154. and one payment of $158. A letter to be sent to the V.N.A. giving them these facts as stated. It was voted to make a change in Chapter VI, Section 4, of the Regulations of the Board of Health as follows - Septic tanks dial' have a minimum capacity of five hundred gallons. 0.4 1 Petition re:Yntas 1 Animal Inspector L.V.N.s.. 201 Notice was received from the State Department of Public Health with regard to the nomination of Slaughter Inspector. Slaughter It was voted to nominate and re -appoint Richard F. Jackson Inspector as Slaughter Inspector for the term expiring March 31, 1954 Upon motion duly made and the following licenses: Albert F. Misch for keeping 300 poultry instead of 500 as requested. Permission to keep 2 cows by Mr. Misch was denied, as also was permission to John S. Misch, Jr., to keep one cow. At 4.15 P.M. Mr. Morehouse and Mrs. Fletcher appeared before the Board with regards to sub -division of Barberry Road. The Board quoted from the Whitman & Howard report, noting various things that have to be done before this sub -division could be accepted. The Chairman explained to Mr. Morehouse that the developer -can bring in proposed methods of sewage disposal or we would have our engineers examine and make recommendations. In either case, the developer must be willing to abide by thse recom- mendations. After the Board gives their approval, they still retain the right to inspect each individual lot and have the engineer inspect the lot to see if the work is done according to our specifications. Mr. Morehouse said that he understood that the sewage system should be approved before building on a lot, and that they were perfectly willing to do anything that the engineer wants on these lots. Mr. McQuillan pointed out that the whole sub -division has to be approved prior to any building. We cannot approve individual Barberry Rd. Sub - Division 202 lots, that it is necessary to submit to us a finding for the whole area with recommendations and plans from their engineer or our engineer. Mr. Morehouse agreed to the recommendations of Whitman & Howard. The Board of Health approved the sub- division of Barberry Road subject to the written acceptance by the owners on plan as submitted by Whitman & Howard. Mr. Morehouse retired at 4.45 P.M. The Chairman suggested that Mr. Jackson look over proposed rules of Children's Day Care Agencies and bring in recommenda- tions for regulations that could be adopted by the Board of Health. Mr. Jackson's report for period February 20th to April 16, 1953 was noted and placed on file. The meeting adjourned at 5.10 P.M. A true record, Attest: Clerk 1
