185 <br />BOARD OF HEALTH MEETING <br />December 5, 1952 <br />A special meeting of the Board of Health was held on <br />Friday evening, December 5, 1952 at 8:00 P. M. Chairman <br />McQiillan, Dr. Cosgrove and Mr. Russell were present. Mr. <br />Jackson, Health Sanitarian, was also present and kept a <br />record of the meeting. <br />Mr. James Carrig, Mr. Robert Carrig and Mr. Wilbur <br />Nylander appeared before the Board relative to Sections <br />I and III, Minute Man Highlands subdivision. <br />Carrig; We like Chapter 134, Acts of 1952; it protects <br />people by making sure that there is proper <br />drainage. We do not want the buyer to be <br />turned down by the Building Department or the <br />Board of Health. We engaged Whitman & Howard, <br />consulting Engineers, to investigate and make <br />recommendations on any lots where poor soil <br />or poor drainage is a problem. Here is a <br />copy of the Engineers' report which we will <br />leave permanently with the Board. Also there <br />is a plan for each lot, a copy of which will <br />be given o ;the buyer with his agreement, and <br />the Board of Health will have a copy. <br />McQuillan: If we approve each lot with the provision <br />that plans are followed, will the Planning <br />Board accept this? <br />Carrig: By filing these plans with the Board of Health, <br />the Board has complete control and does not <br />have to pass the systems unless each person <br />complies with the plan. <br />McQuillan: We might pass Section III provided certain <br />conditions are met. <br />Carrig: We ask you to pass the subdivision as a whole. <br />The Board of Health retains control of all lots <br />that need special attention. <br />McQuillan: We could Okay Section III with the Planning <br />Board and tell them the conditions of the Okay. <br />In.other situations we have told the seller that <br />he must remedy the situation before the sale. <br />Russell: He would bring all lots up to grade. <br />Carrig: We have made an agreement with Greenough Bros., <br />Contractors, to do all drainage work before <br />the streets are completed. This would include <br />connections from the typical leaching bed to <br />the drain. <br />McQuillan: When we give our approval we want to be <br />assured that the buyers of the lots know con- <br />ditions before the sale. The Board of Health <br />needs protection as there is no sewer near. <br />
