170 <br />BOARD OF HEALTH MEETING <br />September 26, 1952 <br />A special meeting of the Board of Health was <br />held on Friday, September 26, 1952 at 8:00 P. M. in <br />the Selectmen's Room, Town Office Building. Chairman <br />McQuillan, Messrs.Cosgrove and Russell were present. <br />Mr. Jackson, Health Sanitarian, was also present. <br />Mr. Howard H. Bezanson, 19 Hill Street, met w ith <br />the Board at 8:00 P. M. <br />He stated that approximately 1,000 feet of Hill <br />Street drains into his back yard. The catch basins <br />on Hill Street are inadequate and during a rain from <br />six to eight inches of water forms in the ditch. He <br />said that Mr. Hildreth plugged the culvert last May <br />and asked who is responsible for the culvert. He said <br />that the Town has estimated $150 for his portion of a <br />sewer connection and a plumber will charge another <br />Bezanson $100. He said that at present he is in financial dis- <br />sewer tress. <br />problem Dr. Cosgrove stated that home modernization loans <br />are available which would cover the situation and said <br />that undoubtedly the bank holding his mortgage could <br />arrange a loan for Mr. Bezanson. <br />The Chairman explained that the first consideration <br />is that if it is a health menace it must be corrected. <br />He also informed Mr. Bezanson that if a sewer is avail- <br />able he must connect to it; <br />Mr. Bezanson said that if the culvert were low- <br />ered four or five inches it would remedy the situation. <br />He also said that even if all the offending houses <br />were connected there would still be the odor from <br />stagnant water. He agreed to contact the bank that <br />holds his mortgage, (Suffolk First Federal Savings <br />and Loan Association) and find out about obtaining <br />additional funds for the sewer connection. <br />Mr. McQuillan said that if Mr. Bezanson would <br />connect to the sewer the Board of Health would con- <br />tact the Selectmen in regard to having the culvert <br />lowered. <br />Mr. Bezanson retired at 8:45 P. M. <br />Clark <br />permit for <br />horses <br />Mr. Bradlee F. Clark, 1377 Massachusetts Avenue, <br />met with the Board at 8:50 P. M. to appeal the decision <br />of the Board in denying his application for a permit to <br />keep two horses. <br />He informed the Board that the total area of his <br />lend is approximately 68,000; square feet and includes <br />the house and barn.
