BOARD OF HEALTH MEETING
June 22, 1951
A regular meeting of the Board of Health was held
in the -Selectmen's Room, Town Office Building on
Friday, June 22, 1951 at 3:00 P.M. Chairman -Cosgrove
and Mr. McQuillan were present. Mr. Jackson, Health
Sanitarian, and the Agent were also present.
Application received from George E. Foster for a
permit to keep 12 poultryat 10 Plainfield Street, was
Foster held over from the last meeting of the Board.
poultry Mr. Jackson reported that Mr. Foster has kept
permit poultry for a -number of years and -the neighbors have
no objections As a result of the information obtained
by Mr. Jackson, the Board granted the permit.
Application received from Joseph F. Kelly, for -a
permit .to keep 1500 poultry, 3 horses and 4 cows at
344 Lowell Street was held over from the last meeting
of the Board.
Kelly Mr. Jackson reported that Mr. Kelly already has
poultry the poultry and has sufficient space and equipment.
permit Be is using a barn, building some shelters, and the
denied place is kept very clean.
Mr. McQuillan reported that in driving by, he
noticed that Mr. Kelly also has turkeys.
The Board granted 6 -permit to keep 3 horses
and instructed Mr. Jackson to confer with Mr. Kelly
and arrange to have the poultry and turkeys disposed
of.
Application received from Peter Gaudun, 25 Shade
Street, for permission to keep 3 quail, 15 pheasants,
38 poultry and 3 turkeys was held over from the last
meeting -of the Board.
Gaudun Mr. Jackson, having been instructed by the Board,
permit interviewed a neighbor, Mr. Kelly. Mr. Kelly has no
objections to the poultry, but does not want a permit
granted for turkeys or guinea hens.
The Board granted a permit for 3 quail, 15
pheasants and 38 poultry.
Application -was received from George R. Medeiros,
20-Middleby Road, for permission to keep 100 pheasants.
Medeiros Mr. Jackson reported that the neighbors have no object -
permit ions. _
The Board granted the permit and instructed the
Agent to advise Mr. Medeiros that -the time may Dome
when this section May.be'developed and the keeping of
pheasants would eonetitute a nuisance -thereby neces-
sitating the refusal of future permits.
Application was received from John A. Shaw, 48
Shaw Brandon Street, for permission to keep 25 poultry.
poultry Mr. Jackson reported that the neighbors have no
permit objections.
The Board voted to grant a permit for 25 poultry.

Application was received from Chin Wing Ong
for renewal of his permit to keep 600 poultry at
53 Westview Street. Permit granted.
Application was received from William Dailey,
114 Marrett Road for a permit to keep 85 swine.
The Chairman reported that Mr. Dailey had been
to see him and stated that he had contacted six
property owners, and explained that they would not
be troubled by any odors in the future. Be hired
a Mr. McInnis of Billerica to bulldoze and clean
the land off and then had several tons of gravel
dumped in. He has also made a contract with some-
one from Concord who will come once every twenty-
four hours and remove all the refute from the
piggery. Mr. Dailey stated that he will keep
lime on the land at all times. He also informed Dailey
the Chairman that stein have been kept on this swine
farm since 1843 and as many as 3,000 have been permit
shipped out of there." His son now wants to
continue the business. He said that if the
permit is granted he will live up to the expect-
ations of -the Board of Health or dispose of all
the swine.
The Board granted the permit subject to the
premises being kept in condition satisfactory to the
Health Sanitarian and subject -to no complaints
being received from neighbors. The Agent was
instructed to advise Mr. Dailey that upon complaints
or unfavorable report from the Sanitarian the permit
may be revoked and not renewed.
Application was received from Joseph Monsignore
for renewal of his Slaughter license and license to Slaughter
operate a Slaughter House at 76- Laconia Street. Both license
licenses were renewed by the Board.
Application was received from Alice E. Marlette,
30 Cummings Avenue, for renewal of her license to
maintain a Home for Boarding Infants. 'Infant
Mr. Jackson reported that the home is in Boarding
excellent condition and recommended renewal of
the license.
Statement in the amount of $272 for Public
Health Visits made by the DHA -during the month
of May was approved for payment.
Letter was received from the Mount Auburn -
Hospital relative t� the birth of a premature baby
girl to -Mrs. Ruth Bennett, 104 Horth Street.
Mr. Jackson reported that both Mr. and Mrs.
Bennett are Lexington settled and upon reviewing
the history the Board felt that the parents are not
financially able to pay and this is a responsibility
of the Board of Health.

Mr. Jackson's report for the period May 15,
1951 - June 22, 1951 was noted and placed on file.
