BOARD OF HEALTH MEETING
April 20, 1951
A regular meeting of the Board of Health was held
in the Selectmen's Room, Town Office Building on Friday,
April 20th at 3:00 P.M. Chairman Cosgrove, Messrs. Rus-
sell, McQuillan, Jackson (Health Sanitarian) and the
Agent were present.
Letter was received from Vlado A. Getting, M.D.,
Commissioner of Public Health, approving Mr. Jackson's
nomination as Slaughter Inspector for the year ending
March 31, 1952.
Upon motion of Mr. McQuillan, seconded by Mr. Rus-
Slaughter sell, it was voted to appoint Mr. Jacks n as Slaughter
Inspector Inspector in the Town of Lexington for a term expiring
March 31, 1952.
Letter was received from William Casey, Director
of the Department of Agriculture, approving the nom-
ination of Dr. John J. Murphy as Inspector of Animals for
the year ending March 31, 1952.
Inspector Upon motion of Mr. Russell, seconded by Mr. McQuillan,
of it was voted to re -appoint Dr. Murphy as Inspector of
Animals Animals in the Town of Lexington for a term expiring
March 31, 1952.
Letter was received from the Lexington Visiting Nurse
Association offering to perform certain types of public health
services in the Town on behalf of the Board of Health.
L.V.N.A. A copy of the communication had previously been mailed to
Services each member of the Board.
It was agreed to accept the offer on the conditions
outlined in the letter and to so advise the Association.
Upon motion of Mr. Russell, seconded by Mr. McQuillan,
it was voted (upon recommendation and approval of Mr.
infant Jackson) to renew the following licenses to maintain Homes
Boarding for the Boarding of Infants:

Upon motion of Mr. McQuillan, seconded by Mr. Russell,
it was voted to grant renewals of the following licenses:

Application was received from James V. Cosgrove
for permission to keep 2500 poultry, 2 cows and 2
swine at 307 Wood Street, together with application
for renewal of his permit to keep 1500 poultry at 30
Grove S reet.
Both applications were held over until the next
meeting of the Board.
Upon motion of Mr. McQuillan, seconded by Mr. Russell,
it was voted to renew the ollowing permits (recommended
and approved by Mr. Jackson):

Application was received from James A. Raymond
for permission to keep 25 poultry at 24 Spencer Street.
Inasmuch as this appears to be a closely settled res-
idential area, the Board preferred to investigate further
and therefore decision was held over until the next
meeting.
Application was received from Francis T. Lima
for the renewal of his license to maintain an establishment
for the slaughtering of poultry at 877 Waltham Street.

Mr. Jackson reported that he checked the plat* about poultry
a month ago. Mr. Lima has ispeoved the place, installed slaughter
new facilities and a new cement floor. license
Upon motion of Mr. Russell, seconded -by Mr. McQuillan,
it was voted to renewithe license for a term expiring
April 20, 1952.

The Chairman read a letter from Mrs. Avis D.
Cann, 113 Sunnyside Avenue, Arlington requesting
financial assistance in payment of bills incurred
for the birth and care of a premature baby. Her
Cann husband's yearly salary is $3900, bank deposit,
Premature $234, car valued at $1800 and this is the first
Baby child. In view of this information, the Board
was not ir/favor of granting any aid. However,
the Agent was instructed to ask the Town Counsel
for an opinion as to whether the Town is obliged
to pay expenses incurred for premature babies regardless
of the family finances.
The Agent was further instructed to acknowledge
Mrs. Cann's letter and advise her that under the cir-
cumstances the Board is not in favor of granting any
aid, but that the request has been referred to Counsel
for an opinion as to the Town's obligation.
Notice was received from the Public Welfare Com-
mission of the City of Waltham relative tO'a premature
baby born to Eleanor MacInnis, 142 Calvary Street, Waltham.
According to the notice this is a Lexington settled ease
MacInnis and the parents have not sufficient funds to pay bills
Premature incurred.
Baby Mr. Jackson was instrudted to secure detailed state-
ment as to Mr. MacInnis1 financial status; the Commission
to be advised that the Board is waiting for a legal
opinion and more information.
An informal disnussion was held relative to the
count in milk samples taken from Cummings. Mr. Jackson
was instructed to contact Town Counsel, discuss the
subject with him and report in detail to the Board at
the next meeting.
The meeting adjourned at 4:45 P.M.
