Board of Assessor's Meeting <br /> Open Session Minutes <br /> February 16, 2017 <br /> A Meeting of the Board of Assessors was held on February 16, 2017 at 8:45 a.m. in the <br /> Selectmen Meeting Room of the Town Hall Office Building. <br /> In attendance: Gregory Johnson, Chairman, Edmund C. Grant, Member, Casimir Groblewski, <br /> Member, Robert F. Lent, Director of Assessing, Michael Golden, Assistant Assessor/Residential <br /> Field Manager and Sandra Pentedemos, Administrative Assessor as Secretary. <br /> The Chairman, Gregory Johnson, called the Meeting to order at 8:45 a.m. <br /> Open Session <br /> Public Comment Time: Chairman Gregory Johnson welcomed the public. <br /> Resident Prakash Vladamani of 138 Grove Street spoke about the status of the Board's decision <br /> to continue the 3ABC tax exemption for Brookhaven at Lexington based on the Department of <br /> Revenue standards for non-profit, Charitable Organizations. Mr. Vladamani viewed Brookhaven's <br /> mission online and feels they should be taxable. He requested that the Board respond to two <br /> questions: How familiar is Town Counsel with tax exempt entities?Who was the Board's financial <br /> expert and who did the analysis of the finances? <br /> Chairman Johnson stated that the Board decision in the 3ABC tax exemption was based on the <br /> 3 Step process of the Department of Revenue as described. Both the Board and Town Counsel <br /> performed a comprehensive study analysis. <br /> Resident David Kanter of 48 Fifer Lane spoke about the Brookhaven's Town Meeting Article to <br /> rezone and asked that the Board publicly disclose the Meeting Minutes. <br /> Chairman Johnson stated that once the September 12, 2016 Meeting Minutes have been <br /> approved by the Board, they would then be available for public disclosure. <br /> There were no discussions of Financial Issues including Overlay Fund. <br /> Chairman Johnson made a motion that the Board of Assessors go into Executive Session, under <br /> Purpose 7 in order to deliberate Fiscal Year 2017 Statutory Exemptions, Real Estate and <br /> Personal Property Abatements that would be detrimental in Open Session. <br /> Roll call vote, 3-0 in favor to go into Executive Session at 9:15 a.m. <br /> Executive Session occurred here: details may be viewed in separate Executive Session <br /> folder. <br /> Upon motion duly made and seconded, the Board of Assessors adjourned the Executive Session <br /> at 11:30 a.m. and returned to Open Session of the Meeting. <br />
