<br />WHEREAS, in the 13th Article of Amendment of the Constitution of this Commonwealth, it is provided that the Governor and Council shall apportion the number
<br />Of Senators to which each Senatorial District may be entitled, and the number of Representatives to which each City and Town may be entitled, agreeably to principles established in said Article of
