The meeting scheduled for this date, Thursday, February 9,for the purpose
of discussing revision of rules, regulations and procedures of the!Board of
Appeals and any other business which might come before it was cancelled, as were
all meetings, by the Governor of Massachusetts under a state of emergency
because of the snow storm.

BOARD OF APPEALS
February 23, 1978
The Board of Appeals held a regular meeting on Thursday, February 23, 1978,
beginning at 7:30 p.m., in the Town Office Building, Selectmen's Weting Room.
Present: Ruth Morey, Vice Chairman (acting chairman)

' The public hearing scheduled for 7:30 p.m. in regard to the petition of
Massachusetts Institute of Technology, Lincoln Laboratory for a spMecial permit,
pursuant to Section 30 and/or Section 25.94, in order that it may erect on
premises, owned by it, at 238 Wood Street, a temporary tower, was r-ancelled,
the following letter having been received:
Dear Mr. Wadsworth:
Massachusetts Institute of Technology Lincoln Laboratory hereby requests with-
drawal without prejudice of its recent petition for a special permti.t to erect a
temporary scaffolding tower on its premises at 238 Wood Street, Lejxington. The
public hearing on the petition is scheduled for Thursday, Februartj 23, 1978,.;.at
7:30 P.M.
The petition withdrawal is a direct result of an internal Laboratoay decision on
Friday, February 17, to dedicate for other purposes the field station building
that was also intended to be used for aircraft tracking experiments with the
scaffolding tower. The non-availability of the building with its associated
test equipment now makes it impossible to conduct the proposed experiments at
the field station.
We trust that the Board has not been inconvenienced by this unexper-ted change in
plans. Also, please be advised that notices regarding the petition withdrawal
have been sent to all abutters who received the original notice of the public
hearing.

Board of Appeals hearings - February 23, 1978 -2
IThe aforesaid request to withdraw received unanimous approval;, motion to
accept made by Thomas G. Taylor. Clarence D. Turner seconded the motion.
Two hearings had been scheduled for this date, notices having been mailed
for both and hearings advertised in the Lexington Minute -Man newspaper as re-
quired by statute.
A public hearing was held on the following petition:
Donald W. Wilson (Wilson Farm, Inc.) - to renew special permits for 10 Pleasant
Street as follows: (1) to continue to operate roadside stand, pursuant to Sec.
2-.33 and (2) to continue seasonal sale of Christmas trees and greens, pursuant
to Sec. 25.34.
The Board made the following decision:
Wilson Farms - granted unanimously subject to certain conditions.
The Board discussed current proposed zoning by-law changes, especially
centering their attention on the new propose (by the Planning Board) Section 13,
dated February 21.
It was generally agreed that the insertion of the new 13.2 heading "Special
Permits with Site Plan Review (SPS)" provided the clarification necessary if
' 12.2 is moved to Section 13.
It was further agreed to oppose the second paragraph of the proposed 13.1.1
which appears as number 7 in Article 66. The Board .wants no part in judging;
diversity of services.
In response to a letter from the Planning Director inviting the Board of
Appeals to a joint meeting on Saturday, March 4, at 9:30 a.m., fort discussion
of Special Permits, Section 25, and Use Variances, it was ascertained that
some of the Board of Appeals members expected to be present and would attend the
March 1 hearing of the Planning Board in regard to special permits.
The meeting adjourned at 10:00 p.m.
