Minutes of the Community Preservation Committee <br /> Thursday, December 14, 2017 <br /> Estabrook Hall <br /> Cary Memorial Building <br /> 1605 Massachusetts Avenue <br /> 6:55 PM <br /> Committee Members Present: Marilyn Fenollosa (Chair), Charles Hornig, David Horton, Jeanne <br /> Krieger, Joe Pato, Melinda Walker, Richard Wolk. <br /> Absent: Robert Pressman, Sandra Shaw <br /> Ms. Fenollosa called the meeting to order at 6:55 PM. <br /> 1) Vote to Approve Community Housing Section of 2017 Needs Assessment Report - Ms. Fenollosa <br /> explained to the Committee the process that had resulted in two different forms of the Housing <br /> Section, noting that one form was an update of last year's entry("Version 1") and the other <br /> form was totally new, different in form, scope and content ("Version 2"). She also explained <br /> that she had substantially condensed this latter form to delete historical information, <br /> information that appeared in other sections of the report, information about non-CPA housing <br /> initiatives and certain advocacy language at the end of the Section, offering the condensed <br /> version as a third alternative ("Version 2a"). She then read an e-mail from Mr. Pressman that <br /> explained his approach. <br /> In response, Mr. Hornig said that he could support Version 2a if a sentence were included that <br /> referred to the 2014 Lexington Housing Production Plan prepared by the Metropolitan Area <br /> Planning Council at the request of the Board of Selectmen and Planning Board. Mr. Horton <br /> stated that he felt that Version 2 was too long within the context of the rest of the Needs <br /> Assessment Report. Ms. Walker stated that the references to Avalon Bay,the Belmont Country <br /> Club land and other projects were not relevant to the NAR. The general consensus was that the <br /> condensed version would be more appropriate, but all agreed that the process could have been <br /> handled more productively if there had been additional time for the CPC housing <br /> representatives to meet and collaborate on appropriate language. <br /> A motion to accept Version 2a for the Community Housing section of the NAR, as amended by <br /> adding language referring to the 2014 Lexington Housing Production Plan, was made and <br /> seconded. The motion passed by a vote of 7-0. <br /> 2) Opening of Public Hearing on the 2017 Needs Assessment Report-Ms. Fenollosa opened the <br /> public hearing on the Needs Assessment Report. There being no one from the public in <br /> attendance, a motion was made and seconded to close the public hearing. The motion passed <br /> by a vote of 7-0. <br /> 1 <br />
