<br />Lexington Housing Partnership <br />MeetingMinutesforThursday,Nov.17,2016 <br />Attendees:BobPressman,MelindaWalker,MaryHaskell,JeriFoutter,HarrietCohen,BetseyWeiss <br />Absent:PaulLinton,NancyCorcoranRonchetti,WendyManz,JoePato <br />Guests:ElizabethDeMilleBarnett,AICP;BillKennedy;PatCostello;BettyBorghesani;IngridKlimoff <br />ThemeetingwaschairedbyMelindaWalkerandtheminutesweretakenbyHarrietCohen.Themeeting <br />wascalledtoorderat7:34pm. <br />1.ApprovalofminutesofOctober27,2016 <br />Ms.WeissmovedapprovaloftheOctober27,2016minutesandMr.Pressmansecondedthe <br />motion.Themotionwasapprovedwithfourinfavorandoneabstention. <br />2.PresentationontheSeniorHousingDevelopmentinthetownofCarlisle,Ma./Barnett <br />Ms.BarnettprovidedaveryinformativepresentationastohowthetownofCarlislecreatedasenior <br />housingdevelopment.Theworktocreatethehousingdevelopmentrequiredexpertise,persistence, <br />andongoingoutreachtotheCarlislecommunity.Ms.Barnettalsoprovidedsomeinsightsand <br />suggestionsastohowLexingtonmightmoveforwardwithaseniorhousingdevelopment. <br />3.DiscussionofLexHABactivities/Pressman <br />Mr.PressmansaidthenextLexHABmeetingisFridaymorning,Nov.18. <br />4.Updatesonprojectsandproposalswithaffordablehousingimplications/All <br />Mr.PressmanreportedthatatlastǞĻĻƉ͸ƭCommunityPreservationCommittee(CPC)meeting,Carol <br />Kowalski,AssistantTownManagerforDevelopment,proposeda$25,000studyforwaystousethe <br />StoneBuilding.TheCPCmemberssaidtherehadbeenpriorstudiesregardingtheStoneBuilding, <br />includinga2009studythatassessedthecostofrenovationfortheStoneBuildingat$1.85million. <br />CarolKowalski,AssistantTownManagerforDevelopment,hassubmittedarequestformoniesto <br />supplementpreviousCPAappropriationsfortheWrightFarmProject. <br />Mr.PressmanaskedMs.CarolKowalskiastowhethertheTown,forexamplethePlanning <br />Department,couldseekCPAfundsforplanningforhousingontheLearyparcel.Thelandwasset <br />aside8yearsagoforaffordablehousingandnoprogresshasbeenmadetowardsthatgoal. <br />TherearesubstantialproposalsbeforetheCPCforrecreationandhistoricpreservation,sothe <br />amountavailabletoaffordablehousingbeyondthemandated10%isshrinking. <br />5.UpdateonproposedchangestoBoardcharge/Walker <br />wouldbecomealiaisoninsteadofavotingmember. <br />Ms.WalkercalledBillKennedyandaskedifhe <br />Heagreed.Ms.WalkerwrotealettertotheBoardofSelectmen(BOS)toaskforachangeinthe <br />Partnershipchargeto9votingmembers,downfrom15members.TheBOSonlyrecentlyreceived <br />theletterandhasnotyetresponded. <br />6.ConsiderationofaletterfromtheBoardtotheBOS/Pressman <br />Mr.PressmanrequestedconsiderationofalettertotheBOSaskingforamoreaggressiveapproach <br />toaffordablehousing.TheBoardinsteadagreedtorecommendtotheLexingtonHousing <br /> <br />
