Minutes of the Community Preservation Committee <br />Tuesday, September 6, 2016 <br />Parker Meeting Room <br />Town Office Building <br />1625 Massachusetts Avenue <br />3:00 PM <br />Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice- Chair); Norman Cohen, <br />Charles Hornig, David Horton, Robert Peters, Sandra Shaw <br />Absent: Jeanne Krieger, Robert Pressman <br />Administrative Assistant: Elizabeth Mancini <br />Other Attendees: Wendy Manz, Capital Expenditures Committee liaison to the CPC, Rob Addelson, <br />Assistant Town Manager for Finance <br />Ms. Fenollosa called the meeting to order at 3:02 PM. <br />1) Fall Special Town Meeting Discussion- Mr. Addelson appeared before the CPC to request a <br />supplemental appropriation to its FY17 debt service budget at the upcoming Special Town <br />Meeting. A $40,000 bond anticipation note (BAN) for the final stages of renovations to the <br />Community Center was issued in June and available CPA funds were identified that could enable <br />the retirement of the note instead of converting it to a bond in February 2017. In order to retire <br />the BAN, Mr. Addelson explained that the CPC would need to authorize an increase in the debt <br />service budget previously approved at the 2016 Annual Town Meeting. The CPC also briefly <br />reviewed the Community Preservation Fund available balances. After a motion duly made and <br />seconded, the CPC voted (7 -0) to authorize an increase of $40,000 in its debt service budget to <br />retire the BAN. Additionally, a motion was duly made and seconded to appropriate that money <br />from the Undesignated Fund Balance of the Community Preservation Fund. <br />2) Committee Business -The CPC discussed their upcoming meeting schedule. Ms. Fenollosa also <br />briefly reviewed the CPC's role in the application process for the benefit of the new members. <br />After a motion duly made and seconded, the CPC voted (6 -0) to re -elect Ms. Fenollosa as Chair <br />of the committee. After a motion duly made and seconded, the CPC voted (6 -0) to re -elect Mr. <br />Wolk as Vice - Chair. <br />3) CPA Signs- The Committee discussed placement of the ten free - standing CPA signs placed at <br />various sites around Town. Seven of the ten signs have been located. Members were asked to <br />keep an eye out for any additional signs so they could be properly inventoried. Ms. Mancini will <br />coordinate with Lexington Housing Authority to have the sign currently stored in their office <br />1 <br />
