<br />Minutes of the Community Preservation Committee <br />Thursday, May 26, 2016 <br />Cotton Room <br />Cary Memorial Building <br />1605 Massachusetts Avenue <br />3:00 PM <br /> <br />Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice-Chair); Richard Canale, <br />Jeanne Krieger, Bob Peters, Bob Pressman, Sandra Shaw <br />Absent: Norman Cohen, David Horton <br />Administrative Assistant: Elizabeth Lane <br /> <br />Other Attendees: David Kanter, Vice Chair of the Capital Expenditures Committee (CEC) and liaison to <br />the CPC <br />Ms. Fenollosa called the meeting to order at 3:05 PM. <br />1) Welcome Bob Peters- <br />Preservation Committee, was introduced and welcomed by the CPC. Mr. Peters will serve the remainder <br />of the term vacated by Leo McSweeney. <br />2) Town Meeting Wrap-Up- The FY17 CPA projects recently presented to Annual Town Meeting were <br />discussed. The CPC spoke specifically about the Grain Mill Alley and Antony Park projects and some of <br />the issues that arose throughout the application and CPC approval process. Members remarked on the <br />Grain Mill Alley project and the multiple changes made in the weeks preceding its presentation to Town <br />Meeting. The CPC also spoke about the discourse between the DPW and Tourism Committee regarding <br />the Antony Park proposal. The CPC was hopeful that project proponents would bring more consistency <br />to the application process in the FY18 funding cycle. <br />Mr. Wolk also spoke of the request raised on the floor of Town Meeting for a minority report on the <br />Co. The CPC discussed options for detailing dissenting votes in <br />the future since the Committee has not issued minority reports in the past. They agreed that it was <br />important to document concerns about projects without putting dissenting voters on the spot when <br />called upon for an explanation. The CPC decided it would be best to include a brief explanation of close <br />votes in its future reports to Town Meetings. The Committee agreed to try this during the next funding <br />cycle. <br />3) Wright Farm supplemental funds- Ms. Fenollosa advised the Committee about information she <br />received from Karen Mullins about a potential supplemental request for CPA funds for the Wright Farm <br />acquisition. Additional funds may be required for remediation and clean-up of soil contaminants found <br />usually entertain requests for funding at fall town meetings, Ms. <br />opinion of the potential funding request. While the amount of the <br />request was still unknown, the CPC agreed this would be a worthy project to consider outside of the <br />normal funding cycle, especially since it was an extension of a previously funded project. <br /> <br /> <br />
