<br />Minutes of the Community Preservation Committee <br />Thursday, February 18, 2016 <br />Parker Meeting Room <br />Town Office Building <br />1625 Massachusetts Avenue <br /> <br />3:00 PM <br />Committee Members Present: Marilyn Fenollosa (Chair); Richard Wolk (Vice-Chair); Richard Canale, <br />Norman Cohen, Leo McSweeney, Bob Pressman, Sandra Shaw <br />Absent: David Horton, Jeanne Krieger <br />Administrative Assistant: Elizabeth Lane <br />Other Attendees: David Kanter, Vice-Chair of the Capital Expenditures Committee (CEC) and liaison to <br />the CPC; Melisa Tintocalis, Economic Development Director, Rob Addelson, Assistant Town Manager for <br />Finance <br />Ms. Fenollosa called the meeting to order at 3:06 PM. <br />1) Return Interview- Revised Grain Mill Alley Proposal- Ms. Tintocalis appeared before the CPC to <br />presentation was to include a detailed proposal of the revised project in order for the CPC to make an <br />educated decision. <br />Ms. Tintocalis reviewed the set of documents distributed to the CPC prior to the meeting. These <br />included a revised application, budget and concept plan. The revised concept called for development of <br />the two ends of the alley- the Mass. Ave. end and the Bikeway end. Due to unresolved issues with one <br />, the middle section of the alley would remain undeveloped. <br />The CPC discussed design elements, specifically on the Mass. Ave. end of the alley, questioning how the <br />project may fit with the larger Center Streetscape project. Ms. Tintocalis mentioned that the proposed <br />materials were similar to the overall Center Streetscape design and they were meant to accent the <br />existing surroundings but not exactly match the larger design. <br />The revised budget requested $204,114 in CPA funds. The total project cost totaled $219,114. Ms. <br />Tintocalis noted that Town Manager, Carl Valente was comfortable committing $10,000 from the Center <br />Stabilization Fund toward the project but also noted that the Center Committee would need to vote on <br />whether to appropriate those funds. $5,000 remained in CPA funds from the FY16 allocation for the <br />design phase and would be used to cover the difference. <br />Mr. Kanter suggested that the proposed money from the Center Stabilization Fund may be better spent <br />on projects that have no additional funding sources, unlike the Grain Mill Alley project which was <br />eligible to be completely funded with CPA funds. Ms. Fenollosa argued that the amount proposed from <br />the Center Stabilization Fund was small in relation to the entire project and thought that contributing <br />those funds towards the Grain Mill Alley project would be a good use for that money. <br /> <br />
