WARRANT FOR STATE ELECTION <br /> The Commonwealth of Massachusetts Middlesex, ss. <br /> To either of the Constables of the Town of Lexington. Greeting: <br /> In the name of the Commonwealth you are hereby required to notify <br /> and warn the inhabitants of said town who are qualified to vote in <br /> Elections to meet in the Adams School, East Lexington (Precinct One) <br /> and Cary Memorial Hall, Lexington Center (Precincts Two , Three and Four) , on <br /> TUESDAY, THE FIFTH DAY OF NOVEMBER, 1946 <br /> at 8:00 A. M. , to cast their ballots for the following officers: <br /> Governor; Lieutenant Governor; Secretary: Treasurer; Auditor; Attorney <br /> General; Senator in Congress ; Representative in Congress ; Councillor; <br /> Senator ; Representative in General Court (1, 2 or 3 ) ; District Attorney; <br /> Clerk of Courts; Register of Deeds; County Commissioner. <br /> VACANCIES <br /> A County Commissioner For Middlesex County <br /> QUESTION NO . 1. <br /> LAW PROPOSED BY INITIATIVE PETITION. <br /> Shall this measure, which by amendments of the General Laws (Ter. Ed. ) , <br /> provides for payment by the Commonwealth of adequate pensions to deserving <br /> citizens sixty-five years of age or over in need of relief or support, who <br /> shall have resided in the Commonwealth not less than five years immediately <br /> preceding the date of application for such pension, and who shall have <br /> resided in the Commonwealth continuously for one year immediately preceding <br /> said date of application, which is further described as follows: <br /> The measure, by amendments Of General Laws (Ter. Ed. ) , c. 6, provides <br /> for an old age pension commission of three persons, one to be a qualified <br /> physician, another to be an attorney at law and a third to be a non- <br /> professional person, who are to be appointed and may be removed for cause <br /> by the Governor with the advice and consent of the Council , and ar•e to serve <br /> under the Governor and Council. Not more than two members or said Commission <br /> shall be members of the same political party. Original appointments of <br /> members shall be for one, two and three years respectively, and thereafter <br /> appointments are to be for three years. Such members are to devote-their <br /> whole time to the work of the Commission during business hours and be <br /> engaged in no other business, occupation or profession. One of their <br /> number is to be designated as chairman by the Governor and shall receive <br /> a salary of 06,000, and each other member 05, 500 per year, with their <br /> necessary expenses. The commission is empowered to make and enforce rules <br /> and regulations as it may deem necessary in the performance of its duties <br /> and as may be approved by the Governor and Council. <br /> The measure strikes out chapter 118A of the General Laws (Ter. Ed. ) , <br /> and inserts in its place a new chapter entitled "Adequate pensions for <br /> certain aged citizens. " <br /> It is provided that pensions hereunder shall be paid from the date of <br /> application therefor, but in no event before the applicant reaches the age <br /> of sixty-five. The Commission shall render a decision in lot less than <br /> thirty days from the date of application for a pension or a request for an <br /> increase of the amount thereof. Such pension shall, wherever practicable, <br /> be paid to the aged person in his own home or in lodgings or in a boarding <br /> home, which for the purposes hereof shall include any institution providing <br /> shelter, care and treatment for aged persons which is not supported in <br /> whole or in part by public funds ; provided, that no inmate Of such a <br /> boarding home or institution shall be eligible for a pension under this <br /> chapter while being cared for under a contract. such pension shall be <br /> paid by check or in cash which shall be delivered to the pensioner at his <br /> residence, if he so requests, and shall be paid semi-monthly unless the <br /> pensioner prefers less frequent payments. Such pension shall be on the <br /> basis of need and the amount thereof shall be determined in accordance <br /> with budgetary standards established by the Commission. <br />
