TOWN WARRANT <br /> TOWN OF LEXINGTON <br /> Commonwealth of Massachusetts Middlesex, ss. <br /> To any of the Constables of the Town of Lexington, in said County, <br /> Greeting: <br /> In the name of the Commonwealth of Massachusetts, you are directed <br /> to notify the inhabitants of the Town of Lexington qualified to vote in <br /> elections and in Town affairs to meet in Cary Memorial Hall, in said <br /> Town on Monday, the eleventh day of May, 1987 at 8 :00 P.M. , at which <br /> time and place the following articles are to be acted upon and determined <br /> exclusively by the Town Meeting Members in accordance with Chapter 215 of <br /> the Acts of 1929, as amended, and subiect to the referendum provided for <br /> by Section eight of said Chapter, as amended. <br /> ARTICLE 1. To receive the reports of any board of Town Officers or <br /> of any committee of the Town. <br /> LEXINGTON HOUSING CONVERSION AND EVICTION BY-LAW <br /> ARTICLE 2. To see if the Town will amend its By-laws to adopt a <br /> condominium conversion by-law pursuant to the authority of ch. 527 of <br /> the Acts of 1983 , and all other applicable laws as set forth in a <br /> document entitled, "LEXINGTON HOUSING CONVERSION AND EVICTION BY-LAW" , <br /> which is on file and available for inspection in the office of the <br /> Town Clerk. a <br /> The by-law will provide for the creation of a Condominium Conversion <br /> Board of five citizens of the town. One member shall be from each of the <br /> following: Planning Board, LexHAB, and Lexington Housing Authority. The <br /> other two members shall be citizens of the Town. <br /> The by-law will further provide that no condominium conversion shall <br /> takeplace, unless a license therefore has been obtained from the Board. <br /> The Board may not withhold a license . but may require conditions <br /> including the dedication of up to 20% of the units for low and moderate <br /> income persons , and the application of the protections for the elderly, <br /> low and moderate income persons and handicapped of ch. 527 of the Acts <br /> of 1983 to ALL TENANTS affected by the conversion. <br /> The By-law regulates evictions in connection with condominium con- <br /> versions, allowing for periods of up to five years before a tenant can <br /> actually be evicted. <br /> It further empowers the Board to apply to ALL TENANTS the protection <br /> of SECTION 4 (e) , ch. 527 of the Acts of 1983 for the time in which they <br /> are protected from eviction.
