Advisory Committee Meeting January 9, 1990 Attendees: John Frey, Bob Ossman, Barbara Hulsizer, Jack Eddison, Walter Pierce, Rick Bechtel, Betsy Whitman, Margery Battin (LCC), John Vinton, Kerry Brandin, Tom Coffman 1. See attached agenda 2. Minutes for last meeting (December 12, 1989) were approved with minor changes. 3. RE: Mobil Station - 227 Bedford Street - Withdrew application to ZBA. 4. RE: Mobil Station - 396 Waltham Street - They are asking for more signs. Concerns were raised about, (1) the 5' Pegasus "emblem" proposed, the zoning by-law specifies 3° max. and no internally illuminated signs, (2) the company did not present actual elevations of the building and location of signs, (3) the station already has a free standing pole sign on site and • signs internally illuminated above each pump. John Frey suggested that Mobil be asked to provide actual building elevations with signs located for review. Walter Pierce will provide input to ZBA on behalf of D.A.C. 5. RE: Rath & Strong - 21 Worthen Road - They are asking for a free standing externally lit sign. The committee believes this would be a dangerous precedent since the building is one of a cluster of office buildings and this could promote a proliferation of individual signs. 6. RE: Gulf Station - Marret Road and Waltham Street - Report by John Vinton will be continued until next meeting. 7. Design Guidelines Review: There will be a joint meeting between the DAC and the LCC at noon Thursday, January 11 to address the guidelines with the consultants. Some of the concerns to be discussed are: o More attention must be given to building signage o The public sector volume should be more general o The private sector volume needs more specifics as to "Do's and Don'ts" o Dumpster screening needs work o Provide more street furniture alternatives o Are awnings to be encouraged? Page 2 o Jack Eddison to provide language stating that guidelines are to be encouraged but not legally binding o Reference to Russell Square should be deleted o Use transition zones in lieu of gateways o The planning issues are well addressed but the details are missing o The volumes do not have adequate graphic representation to go with the words 8. Draft copies should be given to the ZBA and Planning Board for review. 9. A subcommittee will meet on Monday, January 15 at 3:00 PM to review the comments of the joint LCC/DAC meeting on January 11 and prepare written response to the consultants for the final draft. This subcommittee will include: Jack Eddison, John Frey, Marge Battin, Tom Coffman. 10. Any further comments are to be submitted in writing by Friday, January lz. 11.
