CEC Members Present (remote participation): Charles Lamb, Chair; David Kanter, Vice-Chair & Clerk CEC Members Absent with Reason: Sandy Beebee, Mike Boudett, Rod Cole; and Frank Smith Others Present (remote participation): None Documents Presented: • Notice of Public Meeting/Agenda CEC Meeting, April 11, 2022 • Mr. Kanter's E-Mail Today, 6:23 P.M., Re: Purpose for Tomorrow's Posted, Virtual, Capital Expenditures Committee (CEC) Meeting at 7:00 p.m.—Article 10(e); Confirming previous advice to Committee Members not to attend this meeting as the purpose for it had just been made no longer applicable—but too late for formal pre-cancellation of it. Call to Order Mr. Lamb called this Remote (Virtual) Meeting, which had been posted as such, to order at 7:00 P.M. As the other Committee members had been previously advised of the special conditions of this meeting, he passed on repeating them (i.e., the authority to not require a physical presence of a quorum and other selected terms under the Open Meeting Law in legislation signed on February 15, 2022 (Chapter 22 of the Acts of 2022) by Massachusetts Governor Charles D. Baker with an extension of that relief until July 15, 2022). Mr. Lamb completed a roll-call attendance which determining that, as just recently determined and alerted to other Committee members as no need to attend, only he and Mr. Kanter were present; therefore, there was no quorum. Adjourn At 7:01 P.M., Mr. Lamb advised that as the meeting was unable to fulfill quorum requirements, it was adjourned. This Minutes was approved by the CEC at its meeting on April 29, 2022.
