July 23, 1962 <br /> The Appropriation Committee met Monday evening July 23, 1962 at 8: 00 <br /> P . M. in the office of the Town Accountant. <br /> Present: J. Harper Blaisdell. , Chairman <br /> Maurice F. Shaughnessy Alfred Viano <br /> Frank E. Douglas ; Logan Clarke Jr . <br /> John R. Bevan Robert H. Kingston <br /> Raymond L. White, Secretary <br /> The new member is Robert H. Kingston <br /> The reappointed members are: Logan Clarke Jr. <br /> Richard H. Battin <br /> ;;:;; Alfred L. Viano <br /> Richard H. Battin' s wife telephoned and said Mr . Battin could not attend <br /> the meeting as he was called out of town. <br /> This meeting being the organization meeting for the year 1962-63, so <br /> the first business to come before this meeting was to nominate and elect <br /> a Chairman, Vice Chairman and Secretary. <br /> Nominations were as follows: Logan Clarke Jr. Chairman, Frank E. Douglas- <br /> J. Harper Blaisdell, Vice Chairman and Raymond L. White, Secretary. <br /> Elected unanimously was Logan Clarke Jr . , Chairman, J. Harper Blaisdell , <br /> Vice Chairman and Raymond L. White, Secretary. <br /> Mr . James J. Carroll , Town Clerk and Treasurer entered the meeting and <br /> spoke about the finances of the Town. Mr . Carroll stated that at the <br /> present time the money situation was bad and he was in the process of <br /> borrowing another ,31 ,000,000 plus the money already borrowed this year, <br /> $1 ,000,000 on May 11 , 1962 due November 8, 1962 and $750,000 borrowed <br /> July 2, 1962 due November 8, 1962. Mr . Carroll stated that taxes <br /> collected last year as of November 1st were approximately $4,000,000 <br /> and he expects that as of November 1st this year, with more borrowing <br /> to come there will be due to be paid out roughly $L1 ,000,000 which <br /> we haven' t got. <br /> This condition is due to the revaluation of property and the setting of <br /> the tax rate. As no 1962 Real Estate tax Lills have been sent out <br /> naturally no money has been received from this source. <br /> We received three requests for transfers from the Reserve Fund as follows: <br /> Letter from Board of Selectmen requesting the Committee to transfer <br /> the sum of $2, 00 from the Reserve Fund to the Planning Board expense <br /> account for the purpose of employing a Consultant Engineer to study the <br /> road situation at the proposed junction of Watertown Street. No decision <br /> was made. It was decided to put it ahead for a week anyway. <br /> Letter from Board of Select:,ien requesting this Committee to transfer <br /> the sum of $2,200 from the Reserve Fund to Board of Health expense account. <br /> The Appropriation Committee approved the request, but approved same how- <br /> ever, under protest. <br />
