21 <br /> Meeting of the Appropriation Committee, Monday, Feb. 10, 1969, 7:45 p.m. <br /> Present: R. Gary, Chairman; J. Blaisdell: E. Furash; R. Perry, Comptroller; <br /> D. White; L. Zehner; R. Souza <br /> Selectmen's Meeting <br /> Salary increases discussed; Approp. Ctee. stating that, while an across- <br /> the-board 7% increase seemed acceptable, individual increases of 10 - 12% <br /> or more were excessive. Selectmen said all their negotiations were based <br /> on a 7% increase in salary schedule plus the usual step raises. Limiting <br /> raises to 7% would mean freezing employees in grade this year. They felt <br /> that would not be acceptable. <br /> Drug Abuse Committee members Charles Ellicott and Sumner Perlman came <br /> to discuss their committee's request for an appropriation of about $6500. <br /> This would pay salary of one social worker ®4500 and expenses for telephone <br /> ltd ($600), Rent($900), and office supplies ($500). It would have to be <br /> 1-1 included in Selectmen's budget according to Town Counsel; it is illegal <br /> to include it in Health Dept where they would prefer to have it. <br /> The need for such an appropriation was based on the number of adults, <br /> especially High School teachers, who are now being asked for help or advice <br /> by young people, and the experience of other towns which found that <br /> a social worker's assistance is Requested by students with drug problems <br /> who do not wish to go to their parents or police. Increase in drug problem <br /> is shown by the 60 cases which were brought to District Court in 1968 by <br /> our Police Dept, compared with 10 cases in 1967 and none in 1966. This <br /> was not due to change in policy, the committee said. <br /> Appropriation Committee voted approval of some such total as $6500 to be <br /> included in Selectmen's budget for this purpose. <br /> Budgets discussed All approvals of Personal Service budget are tentative <br /> #1150 Approved $17,415 pending decision on salary increases <br /> Town Clerk's salry request is for $12,500 + $800 due as Registrar <br /> Town Clerks in this area receive: <br /> $9325 Winchester + salary as registrar <br /> 10,440 Arlington <br /> 9,500 Wellesley " " <br /> 9,500 Needham <br /> Salaries for A11 Management people (M schedule) are to be listed by Dick <br /> Perry for the text meeting. He was requested to give 1968 salaries and <br /> % changes. <br /> Out-of-State Travel Budget #1400, Jurisdiction of Selectmen. <br /> Total requests are $4711, $3555 spent in 1968.
