Meeting of the Appropriation Committee, Monday, Jan. 20, 1969 <br /> Present: D. Grant, Chairman; J. Blaisdell; R. Blomfield; L. Burnell; <br /> E. Furash; R. Perry, Comptroller; D. White; L. Zehner; R. Souza <br /> Overlay Reserve <br /> Mr. Grush agreed to transfer $100,000 to Overlay Reserve from the Overlay <br /> Fund. This many can then be used for the Reserve Fund next year. <br /> Assessors have $105,000 overlay for years 1962-1965; maximum needed for <br /> abatements is $11,000 leaving $94,000 available for transfer. They <br /> will take the remaining $6,000 from 1966-67 funds. <br /> Free Cash estimate is $760,000 - this is about $90,000 less than last year. <br /> 1ST Association of Town Finance Committee - Winter Meeting at Saugus, Jan. 29 <br /> Town Report. Discussed draft of a report written by Don Grant as the <br /> report of the Appropriation Committee. Report was accepted by the <br /> Committee after minor modifications were made. - <br /> Meeting with Selectmen to discuss Salary Schedules <br /> No agreement yet with Public Works union; Cataldo has offered 20¢/hr <br /> (about 7%),counter-request is for same increase as granted police. <br /> Appropriation Committee reported that they agreed on the S and M Schedules <br /> and on the PS Schedule, but without a night-shift differential. <br /> Conservation Commission came to discuss Conservation Articles to be <br /> on warrant. <br /> Green Belts Land recommended for purhhase would further their* plans <br /> to establish the following green belts: <br /> 1. Willard Woods through Diamond School land, Fisk land, some land <br /> not yet considered for purchase, through some land near the East <br /> St. greenhouses toward the Great Meadows. <br /> 2. Follen Hill land now owned by town thanugh Bowman land, Trinity- <br /> Covenant Church land toward Waltham St, land back of Hayden Ave. <br /> to the Hobbs Brook basin. <br /> 3. Whipple Hill to Peacokk Farms <br /> Warrant Articles in order of priority given by Conservation Commission <br /> 1. Land back of Hayden Ave. 56.3 Acres, excluding the Carroll farm on <br /> Waltham St which is not yet available for sale. If front 800 feet are <br /> rezoned, price of the Hinds portion would be $1500/A; negotiations are <br /> not yet complete on other parcels. Assuming 1500/A for all, total would <br /> be Utx $74,000 <br /> 10=000 for appraisals and contingencies <br /> $84,000 to be requested <br /> 2. Modoono Property in the area of Utica St. - Steeves property bought <br /> las year.�lost of its boundary is southern boundary of Utica St. land. <br /> 7.5A t $2,000/A. Price is firm. <br /> 15,000 <br /> 2.19.22J1 ppraisals etc. <br /> $17,000 to be requested <br /> 3. West Farm - Front lots. If executor is willing to sell, they would <br /> like to be ready to buy. Considear recommending 3 house lots, the two <br /> higher on Oak St. than the house, and one on Mass.
