14 <br /> Meeting of the Appropriation Committee, August 14, 1967, 7:30 p.m. <br /> Present: Frank Parrish, Chairman; M. Bretscher; J. Blaisdell; R. Gary; <br /> G. Kolovson; R. Perry, Comptroller; L. Zehner; R. Souza <br /> Analysis and Estimate of Revenues was prepared by Frank Parrish and <br /> Dick Perry. Committee approved sending it to School Committee for <br /> their information and use in preparing budgets. <br /> Reserve Fund Requests <br /> Veterans Affairs, Aid and Expenses, $6,000 requested. $250 left <br /> in account and bills to date exceed that amount. Committee had been <br /> polled by telephone and voted to transfer $6,000 from Reserve Fund. <br /> Reasons for the additional amount given included: <br /> Change in method of computing hospital bills, 80% of total is <br /> now paid instead of former *2 20%, <br /> Benefits were increased at mid—year, <br /> More feterans were found to need aid. <br /> Interest for tax anticipation notes is about $4,000 more than <br /> anticipated (about 33.8 million borrowed so far). Voted to transfer itv,,�_ <br /> $4,000 from Reacrvo Fund. '"� <br /> Street Construction. Bids were $18,650 higher than estimated. <br /> Bids were $155,568, excluding engineering costs of 12%. Available <br /> funds are $157,120. Al Grey stated that, because five separate <br /> Articles were involved in the Street Construction bids, it would <br /> not be possible to drop one street and use all the money for the <br /> remainder. If a transfer was not made they would have to readvertise <br /> now or wait until next Spring and readvertise. Readvertising now <br /> would mean a long delay in construction of Philip ltd. (needed for <br /> access to Bowman School) and Mass. Ave. The Committee discussed <br /> the possibility of avoiding such a problem in the future by either <br /> getting bids earlier or putting out the street contracts in two <br /> lots. It is also possible to return to the previous practice of <br /> voting a lump sum for streets and leaving to the discretion of the <br /> Selectmen which streets will be included. Voted to transfer $18,650 <br /> from the Reserve Fund. <br /> Letter to Don Legro on the question of whose figures are read to <br /> Town Meeting, Selectmen's or Appropriation Committee's. Don Grant <br /> wrote August 4; no answer has been received. <br /> Assessors and Tax Rate <br /> Valuation finally arrived at by Assessors was 191.1 Million, <br /> a 6.8 million increase over the $184.3 million of 1966. Our estimate <br /> was $190 million. <br /> Assessors set Overlay at $172,000. <br /> Motor Vehicle excise they est mated at $769,000 <br /> For other receipts, they used the actual recegupts of 1966. <br /> Total receipts estimated by Assessors were $4 million. We estimated <br /> 33,950,000 at the June meeting. <br /> Treasurer—Town Clerk The possibility of separating these two offices <br /> will be taken up by the Board in September. <br /> Respectfully submitted, <br /> Ituth F.
