315 <br /> TOWN ME 'TING <br /> DECEMBER 16 , 1929 . <br /> The meeting was called to order by Moderator , Robert H . <br /> Holt at 8 P . M . <br /> ArticLes r , .= , and 4 . On motion of ydney It . ;°: rightingtou <br /> these three articles were taken up together . <br /> Under Article 2 , Mr . Sydney h . Wrightington offered the <br /> following motion : <br /> " Voted : That Article III , sec . 2 of the Code of By-Laws <br /> of l922 of the Town of Lexington be amended by Striking out the <br /> same and inserting in place thereof the fol lowing : <br /> " Section The arrant for a town meeting shall be .served <br /> by posting a printed copy thereof on the bulletin board in <br /> the Town Office Building ana in such other public places in the <br /> town , if any , as the ►electmen may designate , seven uays at least <br /> before the time stated in the warrant for holding such <br /> meeting , by publishing once in the Lexington Times -j:iinute Man <br /> one day at least before the time stated in the warrant for <br /> holding such meeting , if the 5electraen so designate , and also <br /> whenever the warrant contains any article on which all regis - , <br /> tered voters have the right to vote under Chapter .15 of the <br /> Acts of 1929 , by sending by mail , postage prepaid not less <br /> v <br /> than seven aays before the time stated in the arrant for <br /> holding such meeting , a printed copy of such warrant addressed <br /> to every registered voter of the town at his last residence <br /> as appears from the records of the Board of Registrars of <br /> Voters , provided however , that no action taken at the meeting <br /> shall be invalidated by reason of any mistake or omission by <br /> the officer or person serving the warrant to mail a copy <br /> thereof to every registered voter . " <br /> Mr . rigntington explained that owing to the adoption <br /> of Chapter L: 1. 5 of the Acts of 1929 allowing representative <br /> town meetings , there was a conflict with the Town By- law , <br /> inasmuch as the recuirement of the Town By-Law is that notice <br /> shall be mailed to every registered voter : even days before <br /> the Town Meeting , and the representative form of government <br /> requires notice mailed to the town meeting members seven <br /> days before the meeting . It would be impossible after the <br /> annual election in March when the votes are not counted <br /> sometimes before midnight or early morning to give notice to <br /> the elected town meeting members within the seven aays re- <br /> quired , therefor these votes. under Articles 21 6 and 4 were <br /> offered to make it possible to meet the requirements . <br /> Representative George E. Briggs explaineu that the <br /> representative form of town government was a new experiment , <br /> dna that although the voters cannot vote in town meeting , <br /> they have the privilege of speaking End he felt that they <br /> should also receive a town warrant by mail . He therefor , <br /> did not wish to see tnis motion prevail . <br /> Mr . ► rightington ' s motion . was votea down by vote of the <br /> meeting . <br /> Article 3 . On motion of Mr . Sydney _ R . Wrightington the <br /> following vote was passed unanimously : <br /> " Voted : That Article III , sec . 5 of the Code of By-laws <br /> of 1922. of the Town of Lexington be amended by striking out all <br /> after the first sentence and inserting in place thereof the fol- <br /> lowing : <br />
