Attending: Judy Crocker, Elaine Celi (LPS Transportation), MaryEllen Dunn (Assistant Superintendent), Sharon Kendall, Craig Weeks Guest: Bonnie Brown 2. Meeting minutes were not ready to be reviewed. 3. Proposed LPS School Traffic Safety and Mitigation Policy At this point in time, the process of moving the school policy forward would be better served if it happened internally to LPS. Therefore, Ms. Dunn will now be managing the document. Ms. Dunn will be making a presentation at the quarterly Town Transportation Forum on the proposed policy. The Committee considered whether asking for a letter of support would be beneficial. Action items for the policy include needing an April date from the School Committee for the first and subsequent readings. It is unclear if the SC's policy sub- committee needs to be engaged to have this transpire. There are also town roadway projects that will be occurring this spring /summer that will directly impact access to school grounds, such as the Hancock Street rotary and Robinson Rd upgrades. 4. Estabrook Update The final Estabrook Traffic Planning Committee will consist of Ms. Dunn, Captain Ferro, John Fleck, Mr. Goddard and Ms. Trach. The Robinson Rd project is expected to occur from May - October. There will be no parking on either side of the roadway. The SC has voted on no parking and no idling in the cul- del -sac. Ms. Dunn also has made a requested permission for authorization for a delivery address for each school delivery dock so that a specific GPS address can aid delivery drivers. This will be worked through Engineering and the Fire Dept. 5. Clarke Update Beta Engineering will be asked for a school management plan in addition to designing a new traffic plan, incorporating the proposed school traffic policy, and establishing a pedestrian plaza. 6. Safe Routes To School Update Ms. Crocker will forward Ms. Dunn a job description of the Safe Routes To School Coordinator and the program's calendar as well as the names of the SRTS PTA representatives from all schools. A point person is needed at LHS to work with traffic issues and Ms. Lasa will be asked for name. 7. Educational Campaign for proposed LPS Traffic Policy It was decided that Estabrook should have a targeted mailing in order for that school's community to better understand that there will no queuing permitted on Grove Street beginning in September and to expect Robinson Rd reconstruction delays from May - October. LPS should work with LPD so that the targeted mailing is distributed in a timely fashion during the bus registration period, whether in conjunction with or independent from the LPS mailed materials. The new Estabrook School will be the first school to have the new policy implemented immediately with its change to present operating procedures and this needs to be communicated to the community. The concern of principal interpretation was expressed and will be addressed by LPS administration. The bus registration period will be April 7 - May 16. A communication to the PTA's informing the that change is coming for September And that they may need to reconsider utilizing the Safety Greeter's program to help smooth out any communication problems during the start of the new school year. 8. New Business The capital requests for Town Meeting will include Bridge and LHS. Our next meeting will be March 6, 2013 at gam in the Conference Room at Central Administration.
