<br /> Minutes of the Community Preservation Committee <br /> Thursday, October 2, 2014 <br />Parker Room, Town Office Building <br /> 1625 Massachusetts Avenue <br />3:00 pm <br />Present: <br /> <br />Committee Members: <br /> Marilyn Fenollosa, Chair; Richard Canale, Norman Cohen, David Horton, Leo <br />McSweeney, Bob Pressman and Sandy Shaw. <br />Administrative Assistant <br />: Nathalie Rice <br />Also in attendance was guest speaker, Stuart Saginor of the Community Preservation Coalition, <br />Glenn Parker, Chair of the Appropriation Committee, David Kanter, Vice Chair of the Capital <br />Expenditures Committee, Steve Keane, Executive Director of the Lexington Housing Authority, <br /> <br />Karen Simmons, Director of Recreation and Dawn McKenna, Chair of the Tourism Committee <br /> <br />The meeting was called to order at 3:00 pm. by Ms. Fenollosa. <br />1.Statewide CPA Update, Stuart Saginor, Executive Director, Community Preservation <br />Coalition <br /> The CPC welcomed Stuart Saginor of the Community Preservation Coalition <br />in Boston, the lobbying and technical assistance organization for local CPCs. Mr. Saginor <br />gave a presentation, entitled What makes CPA Great, which he is sharing with <br />community preservation committees throughout the State. Mr. Saginor explained the <br />revenue side of the CPA, noting that the Coalition has to lobby for the $25M State Surplus <br />st <br />fund each year. He stated that the State has until October 31 to use their FY14 funds, but <br />added that he expected that there would still be a surplus of $25M for the State CPA fund. <br />While the match for Lexington last year was 54%, he said he expected a match closer to <br />40% this year. In the upcoming year, he said the Coalition will lobby for greater fees at the <br />Registry and/or a larger CPA percentage. <br />Regarding project applications Mr. Saginor shared some interesting points. He said that <br />CPA funds can be used to make loans (noting the example of the Easton Shovel Shop <br />project); that individuals can submit CPA applications (as opposed to just departments/non- <br />profits, etc.); that CPCs can submit funding requests; and that a community can fund a CPA <br />project in an adjacent town if there is mutual public benefit. <br />2.Approval of Town Report <br />The CPC approved the CPC Town Report. <br /> The meeting was adjourned at 5:25 pm. <br />Respectfully submitted, <br />Nathalie Rice <br />Administrative Assistant <br />Community Preservation Committee <br />1 <br />
