<br />Lexington Housing Partnership <br />MeetingminutesforJuly25,2013 <br />Attendees:BobPressman,WendyManz,FlorenceBaturin,MaryHaskell,MelindaWalker,Betsey <br />Weiss,HarrietCohen,TomHarden,JeriFoutter;JenniferVanCampen,MetroWestCollaborative <br />Development(MWCD) <br />ThemeetingwaschairedbyBetseyWeissandtheminutesweretakenbyHarrietCohen.Themeeting <br />wascalledtoorderat7:53pm. <br />1.ApprovaloftheMinutes <br />TheminuteswerediscussedandanamendmentwasmadetoaddinformationabouttheHousing <br />ProductionPlanCommittee.WendyManzmovedthattheminutesbeapprovedasamended.Bob <br />Pressmanseconded.Themotionpassedwith8infavorand1abstention. <br />2.TownMeetingArticlevolunteerneeded <br />Mr.PressmanhasvolunteeredtowritethearticlefortheTownannualreport.Hesentafirstdraftvia <br />emailpriortothemeeting.ThePartnershipreviewedthedraftandprovidedfeedback.Severalfollow <br />upactionitemswereassigned.Ms.CohenagreedtocheckiftheLHPwebsitehasbeenupdated.Ifit <br />has,confirmthatwithMr.Pressman.Ifnot,contactPaulLintontoaskhimtoupdateit. <br />MelindaWalkermovedtoapprovethearticleasfinalizedbyMr.PassmanandMs.Weiss.Ms.Manz <br />secondedthemotion.Themotionwasapprovedunanimously. <br />3.ParcelListDiscussionMelindaandParcelListSubcommittee <br />Ms.WalkerandMs.Weissprovidedabriefhistoryofthedevelopmentoftheparcellistknownasthe <br />ͻ5ƚķƭƚƓƭƦƩĻğķƭŷĻĻƷ͵ͼMr.DodsonwashiredbytheTownin2000toidentifyparcelsoflandsthat <br />mightbeusedforaffordablehousingdevelopment.Hedevelopedthefirstpassofthespreadsheet. <br />Someyearsago,anLHPsubcommitteeupdatedthelist,buttheLHPdidnotfurtherpursueitsuse. <br />Inthelastfewmonths,theparcellistsubcommittee,inconjunctionwithAaronHenry,dividedthe <br />parcelsintothreecategories:notsuitablefordevelopment,lowpriority,orpossible. <br />Ms.VanCampendescribedtheprocessbywhichMWCDapproachesownersofparcelsthatmightbe <br />suitableforaffordablehousingdevelopment.TheprocessbeginswithanestimationbyMWCDofthe <br />valueofthepropertybasedonbyrightdevelopmentandalsoby40B,clusterhousing,orother <br />sthatallowsdenserdevelopmentthanbyrightdevelopment. <br />affordablehousingdevelopmentmodel <br />MWCDthenapproachestheparcelownertodiscussalternatives.Aftertheinitialapproach,MWCD <br />followsupwiththeparcelownerseveraltimesayear. <br />Ms.VanCampenalsodescribedtheprocessbywhichMWCDdevelopsaffordablehousing.In <br />idMWCDisindiscussionswiththeTownPlanning <br />conjunctionwiththisdiscussion,Ms.VanCampensa <br />1 <br />departmenttobecometheCommunityHousingDevelopmentOrganization(CHDO)forLexington. <br />1 <br /> From hud.gov:A Community Housing Development Organization (CHDO ) is a private nonprofit, community- <br />based organization that has obtained or intends to obtain staff with the capacity to develop affordable housing for <br />.
