Estabrook Hall, Cary Memorial Building 1625 Massachusetts Avenue, Lexington, MA Board of Health Members in Attendance: Wendy Heiger- Bernays, PhD, Chair, John J. Flynn, J.D., Sharon MacKenzie R.N., CCM Board of Health Members not in Attendance: David S. Geller, MD, Burt Perlmutter, MD Health Department Attendees: Gerard F. Cody, Health Director Linda Rainville, Clerk Wendy Heiger- Bernays, PhD. called the meeting to order at 7:08 p.m. 1.) Minutes of June 12, 2013 The Board reviewed the minutes of June 12, 2013. Mr. Flynn motioned to approve minutes with one correction. Ms. McKenzie seconded. All approved. 2.) Community Health • Flu Clinics are scheduled • TB case is under control • CHNA Grant update: Mental Health issues are not being met. There is a duplication of services with Human Services. Health dept is applying for a grant. Money from grant may be used re- organize what is already available in Lexington. 3.) Environmental Health Report a.) Food Inspection Program The Board reviewed the Health Report/Food Inspections Report submitted by Kathy Fox. 1.) Bread Obsession, Ms. Varda Haimo, presented her plan to run a bread baking business out of her home. She would be baking artisan breads to be sold at farmer's markets in the area. She has taken a ServSafe class. Ms. McKenzie moved to accept the proposal as presented, Ms. Heiger-Bernays seconded, All Approved 2.) The Chicken and Rice Guys,Mr. Ian So,presented his request to park the truck at 101 Hartwell Ave, Lincoln Group, on Tuesdays from 11:00 -2:00. The food will be cooked at the kitchen in Malden and reheated on the truck. The on-site food manager is ServSafe Certified. Ms. McKenzie moved to accept the proposal as presented, Ms. Heiger-Bernays seconded, All Approved 3.) Clover Food Lab, Ms. Ali Brubaker, presented her request to park a food truck at Vista Print, 95 Hayden Ave., for 2 or 3 events. Because of a previous salmonella issue with Clover, Ali explained what was done to correct the problem. Each truck has a ServSafe Certified person. Ms. McKenzie moved to accept the proposal as presented, Ms. Heiger-Bernays seconded, All Approved 4.) MeiMei, Street Kitchen,Andrew Li, presented a request to periodically sell food from the food truck at Vista Print. The food would be prepared in the commissary in Roslindale. Food would be reheated and served from the truck. They are ServSafe Certified. Ms. McKenzie moved to accept the proposal as presented, Ms. Heiger-Bernays seconded, All Approved 5.) Ruyi, Mr. Henry Cheng, owner and Ms. Maureen Lee, food consultant,responded to an inspection that was done in July 2013. There were numerous items needing attention. Mr. Cody met with owner the next day. Ms. Lee reported to the BOH the items that have been addressed. There was a 2 hour training of all staff, regarding cleaning and food handling. All equipment was pulled away from wall. The pest control company is now Modern Pest Services. The majority of problems were in the kitchen. A"blue board" was put down for a"mass trapping". The results were adults and babies coming out, when population is under control sealing and caulking will be done. The Food Consultant will be working with Ruyi for 3 months. b.) State Sanitary Code Case Review 1) 314 Bedford Street Mr. Cody reported a letter was sent to the owner of the building. The owner started making improvements immediately. 2) 149 Adams Street Mr. Cody reported this was a foreclosure situation. The building was abandoned after years of abuse and neglect. The Attorney that owns the building invited an inspector to the property. Clean up has begun. 3) 487 Waltham Street Mr. Cody reported an anonymous complaint was received stating the residence is kept in unsanitary conditions. Human Services is working with the residents. 4) 5 Crawford Road Mr. Cody reported an anonymous complaint was received regarding the rental unit. The owner was contacted. The tenant is not living there at this time. The owner called to set up an inspection. c.) Animal Regulation 1) 155 East Emerson Road Mr. Cody reported to the BOH the amount of chickens on the property was down to 10 chickens (no roosters). d.) Old Res Swimming Area Robert Lee, Intern, presented information regarding bacteria testing results at the Old Res. 2008 — Present compares with rainfall around those dates. Potential causes for bacteria compare with other towns in the state. e.) Mosquito Control Update Mr. Cody reported there has not been a positive testing for West Nile Virus in Lexington as of today. He is closely working with Dave Henley to check out areas that have been called in. 5.) Emergency Preparedness Update a.) MRC meeting 8-7-13 Mr Cody reported 15 volunteers attended the meeting. Mr. Cody was voted in as Chair of the MRC Advisory Board. b.) EDS tabletop Mr. Cody reported to the Board the EDS drill will be held Saturday, October 5, 2013 Miscellaneous 6.) Old /New Business a.) Christian's Law Mr. Cody spoke briefly about how the Recreation Department will be implementing Christian's Law at the Old Res. b.) Tobacco Control Update Mr. Cody presented the BOH with an update on the Tobacco Control Project. He is working closely with DJ Wilson of Mass Municipal Association. The "Step Up" program is the favored approach. There will be more information forthcoming. c.) Update on Interns Robert Lee is working on a report regarding local restaurant violations. Robert showed the Board a sample of the graph he created showing the year and critical and non-critical violations. Disha Khemani is working on updating the food plan review packet. Some of the updates she is contemplating include local regulations, new policies, buffet policy, and floor plans. Hana Lipowicz is working setting up Procedures for Issuing Burial Permits. She has also set up several community meetings "How to protect yourself and your family from disease carrying ticks and mosquitoes". The next meeting will be held on Thursday, September 26, 2013 at the Senior Center. 7.) Next Meeting Next Meeting Tuesday, September 17, 2013 Ms. McKenzie motioned to adjourn the meeting. Ms. Heiger- Bernays seconded. All Approved Meeting adjourned at 9:00 p.m.
