BOARD OF HEALTH MEETING Wednesday, June 12, 2013, 7:00 P.M. Parker Room (G-15), Town Office Building 1625 Massachusetts Avenue, Lexington, MA Board of Health Members in Attendance: Burt M. Perlmutter, M.D., John J. Flynn, J.D., David S. Geller, M.D. Board of Health Members not in Attendance: Wendy Heiger-Bernays, PhD, Chair; Sharon MacKenzie R.N., CCM Health Department Attendees: Gerard F. Cody, Health Director Linda Rainville, Clerk Burt M. Perlmutter, M.D. called the meeting to order at 7:08 p.m. 1.) Anaerobic Digester (AD) Regulations Bruce Haskell, CDM Smith, presented the MassDEP Regulations for Solid Waste Management Facility Site Assignment and Recycling, Composting and Conversion Permits. The Board had many questions that have been asked of Mr. Haskell, Lexington Selectmen and AD subcommittee. The major question is how public health concerns such as noise and odor will be addressed and by whom (Town or State or no-one). There was a lengthy discussion about the type of permit needed. They also discussed how the site would be regulated and who would be responsible, the Town or the State. 2.) Minutes of June 12, 2013 The Board reviewed the minutes of June 12, 2013. Geller motioned to approve minutes with one correction. Flynn seconded. All approved. 3.) Community Health • David Neylon presented the Community Health Report. This year there will be twice the amount of flu vaccine available. • Brookhaven will be the drop off spot for medical waste. • Mr. Neylon reviewed the Survey Results Summary, Lexington Healthy Communities Project. Three hundred and three community members responded to the survey. Seventy-eight percent (78%) of those surveyed were Lexington residents, fourteen percent (14%)worked in town, and eight percent (8%)were visitors. 4.) Environmental Health Report a.) Food Inspection Program The Board reviewed the Health Report/Food Inspections Report submitted by Kathy Fox. 1) Clover, Megan Pleggi Left without presenting to the Board b.) State Sanitary Code Case Review 1) Rodent Complaint NH13-22 Mr. Cody reported a letter was sent to the owner of the building. The building foundation has been sealed and rat traps have been placed around the area.
