Comments: Cecil Group was commended for distributing material well before the meeting. 2. Scottish Rite Property Analysis: Mr. Buckland reviewed Cecil Group's findings and assessment of the Scottish Rite property and buildings as they might serve the Town. • Supreme Commander's House: This house could be used as a multi-unit residential facility or a bed and breakfast. The latter is allowed under current zoning. The house would require some upgrades to address mold on the attic insulation, ADA requirements, and bringing electrical wiring up to code. • Training Center (including the original Mansion): It was determined that there is more than enough room in the Training Center to create a community center. This would require: ➢ some mechanical (e.g. HVAC)upgrades and more bathrooms to accommodate assembly space; > demolishing some walls to create a large meeting room; and > possibly some roof work. It was noted that columns in the first floor large room will impact the number of people who can gather in the large room on the first floor. Natick was used as the standard for determining Lexington's potential demand for a community center because the towns have similar demographics. It was noted that the Town could operate its own community center or hire a third party. For private rentals, it is usually more efficient to hire a third party. Some rooms in the original mansion could be rented, and the Town could potentially realize revenue from special events, such as weddings. A tent accommodating 200 people could be located behind the original mansion. • Carriage House: This building could be used as an adjunct facility to the community center or as an assembly area. However, renovations will be required, and there are unknown elements, e.g. it isn't known what is under the vinyl siding; a sprinkler system may need to be installed to meet code requirements. The analysis included looking at options for moving a fire station and/or the police station to the property. If the Training Center were used for a public safety facility, it would require substantial renovations. An alternative is to demolish the Supreme Commander's House and build a fire station and/or a police station on Marrett Road. The fire station would replace the East Lexington facility and provide office space for the administrative functions that are currently being handled at the Bedford Street fire station. It is one-half mile from the East Lexington station on state numbered highways. Fire department response time would continue to be acceptable from this location. It was noted that three bays should be included. The Fire Chief said that this was an acceptable concept. It is estimated that new construction will cost $425-$475/square foot(gross). If the fire and police stations were in close proximity to each other, some function space might be shared. It was noted that it would be less expensive to renovate the current police station than to build something new. Renovations are generally $250-$400/square foot(gross); the training center renovations are estimated to be $300-$350/square foot(gross) and the carriage house renovations are estimated to be $350-$425. Parking accommodations can be expanded. This involves some parking areas being at a lower elevation than the training center. This could be of concern to senior citizens. Demolishing the carriage house for more parking adds 25 new spaces. Paving a vegetated area east of the current parking lot closest to the training center would add 61 spaces. Several points of potential access were identified, including Marrett Road, Massachusetts Avenue, and Pelham. It was generally agreed that Pelham was not reasonable because access to Massachusetts Avenue from Pelham is dangerous; it could potentially be used for emergency vehicles only. It was generally agreed that access to Marrett Road was the best alternative, although it was noted that this would impact the location identified for a special occasion tent. 3. Questions,Answers and Discussion: In response to questions and concerns, Mr. Buckland explained: • If the Town wants a gymnasium, it will be necessary to build a new facility. • There was no space identified for recreation department staff; it was assumed that the recent Town Office Building renovations resulted in their needs being met. 2 • If the Town provides some specific program needs, Cecil Group can overlay this information onto the drawings of the available space. • Cecil Group doesn't have the as-built drawings for the buildings, limiting what they can assess. • The second floor doesn't have the columns that impact the use of the proposed large room on the first floor. • It would be possible to move the kitchen from the first floor to the basement. • If the space for multi-purpose rooms is expanded, it will be necessary to install more bathrooms. • Building new is generally more expensive than renovating. • Cecil Group has not considered the possibility of moving the School Department to the Scottish Rite location and using Harrington School for a Community Center. Points made by others in attendance included: • Members of the committee were asked to think about what happens to the property if the Town doesn't purchase the property. • It was questioned whether the income from renting space was critical to the Town. • The importance of finding appropriate access to the site was stressed. Discussions focused on using the land for a community center rather than a police and/or fire station. There was discussion about the amount of space that is needed for a multi- purpose community center. It was noted that a few years ago, community groups supporting a new senior center were asking for more space than is available in the Scottish Rite training center. Ms. Hussong reported that in the past, Lexington used the state's recommendation for square feet per senior citizen to determine the space needed for a senior center; however, not all town's use that approach, and Lexington has re-evaluated its needs. The CCTF considers the amount of space currently being discussed for a community center to be adequate. Furthermore, the CCTF has talked to the Council on Aging (COA) and the Recreation Department, and they have agreed that sharing space is possible, although specifics have not been developed. Those supporting a community center and those supporting a senior center were strongly urged to merge their requests and determine whether the Scottish Rite option is realistic for their needs. If this moves forward, a strong statement of united support will be necessary for Town Meeting. It was suggested that they • decide whether a gymnasium is necessary; perhaps a half court would be adequate; • look at modest but comfortable programs that can be expected to serve the community for 20-30 years. 4. Next Steps: Mr. Buckland agreed to provide minimum and maximum construction estimates for creating a community center. He will include a separate cost estimate for adding a gymnasium, noting that a gym can be used as a multi-purpose room. He was asked to look at using the Carriage House for the gym and alternatively to look at adding the gym to the training center, perhaps in the area that he had identified for a special occasion tent. It was also noted that the facility should accommodate the Human Services Department, not just the Senior Center; inclusion of the Recreation Department should also be considered. Mr. Buckland commented that he needs more detail relating to recreation and COA 3 programs. He also agreed to provide information on whether parts of the project might be Community Preservation Act eligible. It was noted that the timeline is short; the Selectmen need to determine by late February whether pursuing this location for a community center is worthy because Town Meeting begins in mid-March. This Committee is scheduled to meet with the Selectmen in mid- December to discuss its findings on this subject. This schedule will impact the vetting process, which is of concern to community groups. 5. Minutes: It was moved and seconded to approve Minutes for August 21, 2012, September 10, 2012, September 25, 2012 and October 31, 2012. VOTE: 6-0. 6.
