Hearing: NOI, 359 Lincoln Street, DEP# 201-504, BL 462; Map 34, Lot 113 Present for the applicant: Fred Conroy, applicant Documentation: NOI Application Due to present and past commissioner absences, there is a lack of quorum for this hearing. Mr. Conroy told the Commission that he wished the hearing to be closed. Motion made and seconded to close hearing, 4-0 in favor. 7:39 pm Cont. Hearing: NOI, 2013 & 2027 Massachusetts Avenue, DEP# 201-837, BL 795; Map 49, Lot 2 and Map 57, Lot 12 Motion made and seconded to continue hearing to February 7, 2012 at the applicant’s request, 4-0 in favor. 7:41 pm Hearing: 44 Winthrop Road, DEP# 201-846, BL 804; Map 40, Lot 239 Present for the applicant: Michael DeRosa, DeRosa Environmental Michael Juliano, Eaglebrook Engineering Bill Ericson, Bechtel Erickson Architects Catherine Bauer, applicant Documentation: Notice of Intent with attachments Public Notice Phil Hamilton read public notice into record. Phil Hamilton noted that due to snowy conditions the Commission had not completed a site inspection of the property. Michael DeRosa presented riverfront and wetland analysis, proposed construction, drainage proposal and planting plan. Comments from the Commission as follows: Duke Bitsko questioned inconsistencies between the seasonal high ground water level and the elevation of the proposed rain garden. Mr. Bitsko would like to see demarcation of the twenty-five foot buffer to wetlands. David Langseth would like details submitted regarding the construction of the proposed bridge replacement. The Commission questioned the existing drainage system, how the new system connected into it and requested further details be submitted. Phil Hamilton and Dick Wolk were concerned about the increasing degree of noncompliance. Motion made and seconded to continue hearing to February 7, 2012 at the applicant’s request, 4-0 in favor. 8:21 pm Hearing: 2 Forbes Road, DEP# 201-845, BL 803; Map 43, Lot 9C Motion made and seconded to continue hearing to February 7, 2012 at the applicant’s request, 4-0 in favor. 8:23 pm Cont. Hearing: 111 Grant Street, DEP# 201-839, BL 797; Map 55, Lot 45 Present for the applicant J. Dan Bremser, Hancock Associates Ayman and Erica Labib, applicants Documentation: NOI Application Revised Notice of Intent Plan 1/17/2012 Dan Bremser presented an alternative analysis to the first proposal and outlined proposed changes. Comments from the Commission as follows: David Langseth requested the submission of an alternative analysis which included a proposal where the garage faced the street. Dick Wolk questioned if alteration calculations included all areas within the limit of work or just impervious surfaces. Motion made and seconded to continue hearing to February 7, 2012 at the applicant’s request, 4-0 in favor. Land Donation, rear of 187 Woburn Street, Motion made and seconded to accept land donation, 4-0 in favor. 8:53 pm Motion made and seconded to adjourn the meeting, 4-0 in favor.
