Study for whether to put aharives in basement, ADA compliance. $50k, $25K of which would come from the MA Historic Commission, $25K from CPA. TE: is it legal to use matching funds w/ CPA. [yes] CWL: Where will construction $'s come from (America's Treasures program, which is part of the National Park Service). Also lobby our congressional reps to get money. Mass. Hist. Comm. will have some money. SB: Historic District Commission is not likely to be a problem. SB: Lexington Historical Society owns the property. SS: asked if it is legally required to provide ADA access. SB: LHS is committed to providing ADA access. If a school group goes and a h/c person can't go in, then none of the school group will go in. SB: entire project will be roughly $500k. Roof is asbestos and needs to be removed/replaced w/ cedar/shingle roof. Gable portion and gamble portion need to be attached better. 1974 section needs to have ADA access. Needs new gutters. SS: Roof doesn't leak? [SB: no] No water/sewer/plumbing issues at present. Heating system dates back to the 70's. Can't use the basement for future archives storage for LHS. Want to have a modern archives added to Munroe Tavern. LHS wants bids in summer 2007, construction in 2008, reopen in 2009. Funded by Fed/state/$'s + private funding (e.g. John Hancock foundation and Ethan Allan). America's Treasures program would want 50% matching. Sentiment 4:0 in favor. SS + RB are LHS members. DK: Appropriation Committee has concerns about using CPA money for private funding. Discussion of reconciling private vs public funds. Points made: . This is a 501(c)3 organization. . The town has a duty to maintain historic buildings. . The town has a public/private partnership with Buckman Tavern and the LHS. Discussion moves to Lexington Depot. LHS would like to install a freight elevator for $44K. RB/GB both ask if the floor load will be ok. RB: concerned that this is not historic in nature, but only a functional improvement. SB: CPA says $'s can be used to restore a building to functioning use. SS: Clearly this is within the intended use, but she has more trouble with this than the Hancock Clarke study. SB: What about the LPD dispatch room project at $100K? DK: that crosses the public/private line. Are there other things that this should be prioritized against? TE: Doesn't care who owns the building -- it's a town asset. SS: We might as well do it since there's nothing else to take the funds at the moment. RB: Would like to see a set of priorities by the CPC. TE: Points out that this is a small amount of money. Motion (TE): CEC endorse both projects. 4:0 unanimous.
