Status of DPW Facility
Hadley: Wayne and Hadley met w/ PBC (Carl). CDM report said 87k s.f.
Last year's $12M estimate was for 58k s.f. Difference is $7K so 87k
s.f. facility would probably be $19M. They will step back and not go
for construction money this year. PBC will spend $300K to do
schematic design and programs approach. Will only give an update to
ATM this year. Schematic design will show shape of the building and
rooms. Might consider a STM in the fall to go for construction
money. Might also want additional D&E money at this year's ATM
(beyond remaining $420K). Building will include an Emergency
Operations Center (EOC).
Review of other Capital Requests this year
Chalpin: Heating system in Westview Cemetery is $40K. Munroe
Cem. Roof and Park Dept. Building upgrades were estimated at $15K
each.
TE: Those two items are not capital.
Hadley: TOB ramp is $165K (up from $75K). This is just for the ramp,
not for the door. DPW would remove request for Vis. Center Electrical
work in exchange for this.
DK: Why are we putting a 2nd ADA access on TOB? [Believe it is a
priority for Dis. Comm.]
CWL: Will ask Manz to sort this out.
Chalpin: [wrt LFD floor]: Will need an engineering study ($15k).
Since > $10K will need to put it out for bid. Still believes $50K is
a good number. Want to fill it with Flow Fill. Says this stuff does
not sink, contrary to RB's previous concerns.
Hadley: Lincoln St. remediation. Consent order with DEP to bring it
up to spec. Methane levels are higher at the perimeter. Testing has
showed "Low Explosive Level" (LEL) is higher than allowed. They have
monitors in 5 houses on Lincoln St. Methane is migrating through the
ground towards those houses. Believe that we'll get fined if we don't
appropriate the money in FY07. $200K is a high estimate, but they're
comfortable with it. This only affects the sidewalks, not the fields.
Review of Open Money Article Balances
Maple/Lowell Street light, waiting for state to deliver controller.
Concord/Waltham light, Consultant says they need another lane so it
may require taking a sidewalk. They're hoping that Metstate
mitigation money can be used here instead since $25K is too little.
May have to go back to ATM in 06 for more money or to report.
Roads: Plan is to do $4M of paving this year.
18A/04: Cary Hall sound has $250K remaining ($150K was appropriated
for sound).
They will be kick starting the sanitary sewer project this year with
all of the previous years' unspent funds. They still want the
requested $300K this year.
Hadley: NStar parking lot. Being surveyed, hope to have design in
next month before TM. Possibly 50 spaces. Center Committee is
promoting this.
WRT Visitor Center Electrical, PC says this is a safety hazard.
$160K for Storm Sewers is 50/50 mapping and construction.
DPW Departs
GB talks about school replacement vs redistricting. Makes the point
that the new Fiske will not have many students so there will be a
redistricting "counter clockwise" so that Bowman kids move to
Harrington and Harrington kids move to new Fiske. Avalon/Metstate
kids will go to Bowman. The SC is raising the issue of re-doing more
elementary schools. GB makes the point that it's not clear if we
should do Bowman, or just Estabrook.
BH reviews school capital requests.
SS reviews COA status. Options that have been considered are Center
parking area (build parking garage); Muzzey (space too small); Old
Harrington (when will it be available); Munroe Arts Center. Best
option is the last one. Options is to keep social services and adult
daycare in present building and move rest of the Sr. Center to Munroe.
Current s.f. at Munroe is 19.2k. Muzzey space is 8k s.f.
Sentiment of CEC is that this is neutral to positive. BH says that
it's the best of the few options they have, but not ideal.
