CWL: Why not use the BoS's energy committee: EW: There was one in the 70's, but it got lost when energy prices went down. EW: Questions why school HVAC recommendations have been ignored. Finances are addressed by AC and CEC, but energy is addressed by no one. RB: How would issues be raised? EW: There's an audit part to this. TE: Should we just hire an energy consultant to "blitz" the town? EW: We don't do that with our finances. DK: We do when we sell bonds. We would be bringing a third, voice to the table. EW: Real feeling is that BoS's energy committee is ineffective. SS: How does "Green Building" policy fit into this? EW: Unclear. DK: Many of the problems will not be fixed by another standing committee. EW: Asks how to make this better. RB: Have a standing energy policy. GB: Could (alternatively) EPh compell the BoS to establish an energy policy? RB: Recommends an energy manager. Eph departs, discussion turns to priorities of current list of Capital requests for FY07. B/E Cemetary stuff needs to be unbundled. DPW NStar parking lot is a big question mark. Discussion of Keyspan's destruction of the roads. Ted to follow up on this. SS to find out about Lincoln Field. WRT Vault, RB wants a plan before we sink money into it. How do they handle the docs, inventory, etc. The current update will be obsolete too early. The capital request should be at the end of the plan. CEC will target report availability on 4/1/06. We'll divy up the work in mid-February and spend March working on it. Motion to approve 12/14, 12/05, and 11/30 minutes. Approved unanimously. Will meet with DPW on 1/17 and Schools on 1/30 at noon.
