Public Safety Commun. System. Lex. notified 4-6 weeks ago that they
were awarded $220+K to replace LFD radios and increase ability to
comunicate with other systems. Then will use $'s to replace common
equipment (dispatch, PC's). Also got Mass grant for "Voce" alarm
system (dispatch area). Use for equip. at LPD dispatch system
($30k). Currently have vendors looking at it. 20 year old equip at
dispatch area. Voce alarm has been replaced.
GB: Where does radio interoperability end up?
Ch. Middlemiss: New vehicle radios can go VVHF or UHF. New radios
allow LFD to go to other frequencies for other municipalities.
Command cars can go cross-band. Dispatch will have a cross-banding
repeated (for "mega incidents"). Post 9/11 norm is 800 Mhz trunk
system on Nextel's freq's. But hurricanes showed this system is bad
with VHF radios can still be used w/o repeaters if repeaters go down
(line of sight only).
Ch. Middlemiss says they have a disaster plan.
GB: concerned that all jurisdictions can communicate when power fails,
etc.
Middlemiss: EOC = Emer. Operations. Ctr. Reviewing 3 sites for them.
Portable. Looking at 100W UHF/VHF radios (portable). These would go
in EOC and dispatch centers. Q: Should EOC go in new DPW bldg? Or
portable, or on pumping station on Bedford St. (has emer. power
capability).
Ch. Casey: Both regional FD and PD assocs. have a mobile command unit.
Capt. Corr: Upgrading all systems in FD & PD because of FCC mandates.
NEMLEC & BAPERN already have switched over. LPD system is 11 years
old and is difficult to repair now. Dispatch center is old and needs
to be changed. All systems should be digital, some aren't now. E911
w/ cell phone GPS stuff is changing the landscape. LPD
interop. requires changes. Need more space in dispatch center for new
911 cell location stuff. Looking at new floor plans to enlarge
center. Will use existing space in bldg but change use of floor area.
Will re-examine how front desk operates. Overnight there may not be a
desk officer. They use a dispatcher instead. They would redesign
that "cacoon" to make it easier for dispatcher to handle front
desk/door. L. W. Bills (consultant) will have estimate of dispatch
center in a few weeks.
FY06: $50K for grant (have spent none of it) - will be used for more
in-depth design.
FY07: $275K redesign dispatch center, but $275K is a moving target.
FY08: $275K software.
Radios on trucks/cars/portables will cost about $160K
Console might be covered under grant. Grant might cover radios and
portion of radio. FY07 $275K would be used to complete radio
infrastructure and dispatch center rebuild. Not available from grant
is $100K that can go into dispatch center.
GB: does grant go into G/F (and do we have to appropriate it) or does
it go into a grant account? [The latter.]
FY08 Software. Currently can't do types of reports taht they need to
do. LFD & LPD both use the system. The software maintains the
dispatch log. "Every record in the system is linked to this
system.". They'll need help researching what's available. Current
system is 15 years old. Old data will be migrated.
GB: Where does our technical expertise lie in town? Consider using
citizen help with it. Software has some regulatory oversight.
i.e. in terms of interfacing to (e.g.) RMV, or NCIS. MICROSystems
(existing vendor) is incompatible w/ many state reporting standards.
FY09 $50K D&E money for LPD redesign. Space needs redesign. Evidence
storage space not large enough. Gun range is insufficient.
TE: Why wait until FY10 to do this?
GB: Recommends space needs study on their own, more immediately. LPD
should do this on their own now and then should hire a consultant.
TB: Can some functions be moved to new DPW facility.
CWL Commendable how much work has been done on grant so far.
Fire Equipment
Ch. Middlemiss: E-2 went into service in early January. 1500 GPM pump
+ 750 gal tank. Avg. car fire takes 600 gal to estinguish. E-4
(grant truck, brush truck) + E-2 both have foam (Class A & B). Can
distribute 2700 gals of foam. Policy is to have it on all trucks.
Class A used for car fires.
E-1 to be replaced in FY07 (1990 Kovatch Mobile Equipment). Trucks
are U/L certified every year. Back deck is no longer supported
underneath and doesn't meet standards. Undercarriage is rusted. Pump
is not supported on one side. Bolts are sheared. Non-destrucive
testing showed that 1/8" of 3/8" of bracket is rusted out. U/L gave
temporary certification. May have been caused by rear-end accident
several years ago. OK as a reserve piece of equip. but not as a day
to day unt. E-1 is in ELFS w/ E-4. Replacement cost is $380K. 17
years old when replaced.
FY08 - $200K for E-5, 1981 Brush truck. 4WD, 4 dr cabs, wouldn't
carry any structural fire equipment. E-4, "Urban interface truck".
Used for when brush meets the woods. E-5 goes into the woods.
FY09 - $200K Replacement of R-1.
FY10 - $400K E-3 replacement. Would be 13 years old then.
R-2 replacement is coming in just under $160K.
RB agreed to be CEC liason with LPD/LFD.
