HomeMy WebLinkAbout2000-03-13-CEC-min Proposed Minutes for Capital Expenditures Committee Meeting March 13, 2000 The meeting convened at 7:30pm in Room G-15 with the following members in attendance: Narain Bhatia, Tom Griffiths, Charles Hornig, and Shirley Stolz. This primary purpose of this meeting was to work on the Capital Expenditures Committee’s report to the 2000 Town Meeting. The Committee took the following four votes: 1. The Committee endorsed the operating override by a vote of 4 to 0. Because of the importance of this vote, the Committee agreed not to characterize it as unanimous unless George Burnell were in support of the override also. [The Clerk subsequently polled Mr. Burnell by telephone and verified that he, too, supports the override.] 2. The Committee unanimously reaffirmed its support for Article 23, the Appropriation Committee article requiring distribution of the Selectmen’s proposed budget to the financial committees at least four weeks prior to the Town Meeting at which the budget would be considered. 3. The Committee voted to present its data to Town Meeting with no lateral (or overall) sum for capital expenditures. 4. The Committee voted unanimously to make no budget recommendations beyond five years for spending on road reconstruction or any other capital item. Part of the thinking on this last item was that the Town may want to consider carefully what street reconstruction is really needed after it has resurfaced the roads that need resurfacing and performed reconstruction on the highest priority roads in need of reconstruction.
