HomeMy WebLinkAbout2005-09-12-BOH-min Lexington Board of Health September 12, 2005 - Meeting Minutes Selectmen Meeting Room, Lexington Town Office Building, 1625 Massachusetts Avenue, Lexington, MA 02420 Attendees: Board of Health: Wendy Heiger-Bernays, Chair; Sharon MacKenzie, Burt Perlmutter, Deborah Thompson Health Department: Derek Fullerton, Ann Belliveau Heiger-Bernays called the meeting to order at 7:05 PM. There was no public participation. Heiger-Bernays asked the Board to review the minutes of August 10, 2005. MacKenzie moved to accept the minutes of August 10, 2005, as amended. Thompson second. All approved. Heiger-Bernays asked the Board to review the datasheets. MacKenzie asked for a quarterly update from Animal Control. MacKenzie asked who is monitoring the diseases. Fullerton informed the board that both he and Kathy Fox are sharing the responsibility without the Public Health Nurse. All Care is trying to locate someone for a temporary assignment. Fullerton will keep the board abreast of the status. David Kelley of Kelley Engineering Group gave a presentation to the Board of the new Avalon of Lexington Square complex containing 387 apartments, 93 units will be affordable. Development should begin in 2006 but Kelley mentioned that some demolition is currently being done with the proposed road construction. Fullerton asked if they would place signs prohibiting engine idling beyond 5 minutes. Tina Wright of 425 Woburn Street thanked the Board for the two risk assessments done. Heiger- Bernays told Wright that the rugs and mattresses should be removed from the property. Fullerton began a discussion concerning 81 Westview Street. Ethan Mascoop and Derek Fullerton inspected the property to determine what type of cleaning would be needed. After the inspection, Mascoop prepared a Notice of Orders and Findings which was reviewed by Town Council. The Board agreed to send out the letter. Fullerton asked the Board if they would like to utilize the Peer Review Process for future needs. He would look into other towns and boards and work on developing guidelines for peer review. Deborah Thompson volunteered to serve as a representative of the Board of Health on the Noise Advisory Committee. Heiger-Bernays recommended a pesticide educational program for landlords. The program could serve as a model for other towns. She suggested utilizing a Boston University intern who would prepare the program. Heiger-Bernays began a discussion concerning 31 Fletcher Avenue. She is concerned that there are no metals data for the soil at the site. Heiger-Bernays wants 31 Fletcher to appear at the next Board of Health meeting to present their testing and cleanup and plans for further testing and cleanup. Heiger-Bernays said the Planning Board should be informed of this presentation. A discussion began concerning 1947 Massachusetts Avenue. The Board reviewed the certified letter sent to Ms. Tremblay. A return receipt has been returned to the Health Department indicating receipt of this document. A discussion began concerning safe drinking water in the schools and the State requirement for testing two schools in each town for water quality. Results will be sent to the Board of Health, DPW and the Superintendent of Schools. Fullerton provided copies of the emergency dispensing site plan(s) final draft to the Board for review. Fullerton began a discussion explaining that this section is the first to be completed under the Emergency Operations Plan for the Board of Health. The Board will need to adopt the plan. The Massachusetts Health Officers’ Association created the template for the plan. MacKenzie motioned to adjourn. Thompson seconded. All approved.
