<br />Lexington Board of Health June 10, 2004 Meeting Minutes <br />Police Guard Room, 1575 Massachusetts Avenue, Lexington, Massachusetts <br /> <br />Attendees: <br /> <br />Board of Health: James Fearnside; Wendy Heiger-Bernays; Sharon MacKenzie, <br />Burt Perlmutter <br /> <br />Health Department: Derek Fullerton <br /> <br />Public: Ingrid Klimoff, Alexandra Bartsch <br /> <br />Fearnside called the meeting to order at 7:00 p.m. <br /> <br />Fearnside read a memo from Margery M. Battin, Moderator dated May 14, 2004, <br />concerning appointments to the Ad Hoc Committee Established by the 2004 Annual <br />Town Meeting under Article 40. Battin requested the names of two of the Board of <br />Health to serve on the committee. Heiger-Bernays and MacKenzie volunteered to have <br />their names submitted for consideration. <br /> <br />At 7:05 p.m. the meeting began. <br /> <br />Chief William Middlemess addressed the Board regarding Arlex Oil’s permits for storage <br />tanks of gasoline, diesel, kerosene and fuel oil as well as above ground fuel/waste oil <br />tanks and a propane tank. Middlemess indicated there is no evidence that any fire or <br />explosion hazard exists. <br /> <br />Middlemess explained that Arlex Oil Corp./C&W Transportation Inc. have filed the <br />necessary paperwork for reporting under the Emergency Planning and Community Right <br />to know Act of 1986 (SARA) which contains emergency contact information. <br />Middlemess indicated that if an incident occurs at either of these locations, the fire <br />department will respond with the appropriate equipment and standard operational <br />procedures to negate any hazard and protect the public’s safety and welfare. <br /> <br />Middlemess told the Board that he is part of the Seabrook Nuclear Power Disaster <br />Planning and the Chair of the Red Cross Disaster Team in Lawrence, MA. Middlemess <br />informed the Board that if an emergency occurred, he would contact FEMA who would <br />then activate a DMAT team from another part of the country.Middlemess is preparing <br />protocols for emergency preparedness. Middlemess also told the Board that a <br />comprehensive emergency plan is being updated and should be ready to submit for <br />certification late summer. <br /> <br />Police Chief, Chris Casey addressed the Board concerning emergency planning. <br /> <br />Nancy Peterson, Public Health Nurse, addressed the Board. Nancy has taken over <br />tracking communicable diseases. There have been no new level 3 TB cases since <br />October, 2003. A 17 year old female who had traveled to Russa and Armenia was <br />diagnosed with Hep A. <br /> <br />Alexandra Bartsch of 205 Follen Road, Lexington addressed the Board to request a <br />special purpose variance determination for the hot tub at her establishment, Morgan’s <br />Rest Bed & Breakfast. The Board decided that to make the hot tub available to your <br />guests, it will need to comply with all the requirements of 105 CMR 435.00 with special <br /> <br />
