Meeting Began: 7:45 a.m. The Committee approved the minutes from January 13, 2012. Charge Subcommittee to broaden Asian - American participation in local government: Dan asked if the Committee is comfortable with the draft charge of the subcommittee. Alan questioned the use of "awareness" in the fourth bullet of the charge. He asked if that was the most appropriate word for their intent. The Committee agreed and discussed changing "awareness." Fernando said the purpose of the subcommittee was to identify barriers and make participation for Asian - Americans more accessible. Fernando said the Committee is looking to help Asian- Americans integrate in a proactive, but less intrusive way. The Committee changed "awareness" to "inclusion." The Committee approved the draft, but changed the title to Demographic Change Subcommittee. Discuss Survey: Candy said she discussed the Committee's draft survey with various department heads. She said the departments had two main comments, the draft survey is very long and there are already a number of plans in the near future to gather data from the community. For example, she said a couple of departments have requested funding for strategic planning in FYI 3, and gathering data would be an important piece of the process. The Committee was concerned that it may be ineffective to ask residents to respond to many surveys. Marian suggested combining some of 2020's themes from the survey with the proposed upcoming data gathering. Margaret suggested waiting to see what the Town is planning before 2020 takes any further steps. The Committee agreed and put the project on hold. Review Matrix for Focus Group Results: Fernando said the matrix demonstrated which themes have led to specific actions. He said it was a way of tracking goals. However, he said it is not formal performance management because the outputs are not measurable.
