Received $158,000 in grant <br />funding to replace all street light fixtures with compact <br />fluorescent induction bulbs. <br />• Received $500,000 LAND grant for the Cotton Farm <br />purchase. <br />Human Resources <br />The Town Manager's Office and Human Resources con- <br />tinued to spend considerable time during 2010 negotiat- <br />ing with the Town's collective bargaining units. The Town <br />was able to reach bargaining agreements for fiscal year 2010 <br />with nine (9) of the Town's ten (10) collective bargaining <br />units. <br />Other accomplishments of the Human Resources Depart- <br />ment during 2010 include: <br />• Concluded negotiations for the Health Insurance Co- <br />alition, resulting in an estimated $365,000 of savings in <br />FY11 and $942,000 in FY12. The Town and the Coali- <br />tion now have an agreement through June 30,2012; <br />• Coordinated the written examination and assessment <br />center processes for the positions of Fire Lieutenant and <br />Fire Captain; <br />Town Clerk/Board of Registers <br />BOARD OF REGISTRARS APPOINTED for a 3 -year <br />term by the Board of Selectmen: Chair Luanna Devenis <br />(Republican, 2011), Jean Barrett (Republican, 2012), Sarah <br />Warren (Democrat, 2013), and Town Clerk Donna Hooper <br />(Unenrolled). <br />HIGHLIGHTS: <br />• For the 3rd year, Town Meeting appropriated $150,000 <br />of Community Preservation Act funds for conservation <br />and preservation of Lexington's historic documents. Vol- <br />umes treated and filmed include: 1744 -1842 Tax Books, <br />1800 -1962 Street Acceptances, 1915 -1932 Street Lo- <br />cations, 1818 -1855 Overseers of the Poor, 1898 -1907 <br />Town Records, 1852 -1863 and 1873 -1895 Records of <br />Selectmen, 1840, 1850 and 1860 -1870 Valuation of Real <br />Estate. These volumes are now housed in the climate con - <br />trol/fire protection equipped Cary Memorial Building <br />vault. <br />• Representatives of the various municipal departments <br />were again organized to reactive the Records Manage- <br />ment Committee after a number of years of inactivity <br />and staffing changes. Committee members spearhead <br />records management initiatives at the departmental level <br />on an ongoing basis. <br />TOWN OF LEXINGTON 1 7 <br />• Drafted and implemented several organization -wide <br />administrative policies; <br />• Worked with a consultant on a classification and com- <br />pensation study for the Lexington Municipal Employee <br />Association; <br />• Transitioned to a new Worker's Compensation and In- <br />jured of Duty third -party administrator; <br />• Assisted in the creation of a multi -year professional de- <br />velopment plan; and <br />• With the Town's Employee Wellness Team, coordinated <br />the monthly "workplace workshops" for employees and <br />the "Passport to Health" program. Assistant Town <br />Clerk Dianne Snell; Administrative Assistant Lisa Magu- <br />ire; Archivist Nasrin Rohani; Municipal Clerks Carmelina <br />Fiore and Karen Kruger. <br />• Enhanced organization -wide electronic document man- <br />agement program, with collection and archiving of board <br />and committee meeting minutes and posting of minutes <br />on Town's web site. <br />• Implementation of Laserfiche document imaging system <br />continues to be developed and will serve as basis for pub- <br />lishing archived documents on web site for public access. <br />• Code of Lexington — Supplement #14 published, up- <br />dating bylaws changes adopted at the 2010 Annual and <br />Special Town Meetings and regulations enacted or up- <br />dated during 2010. <br />• Annual Town Census updated Lexington's population <br />and verified voter registration rolls, with Annual List of <br />Residents published in June. <br />• Town Clerk's Office continued servicing the community <br />as Agents for the US Department of State, accepting <br />and processing over 675 applications for US Passports. <br />• Town Clerk's Office oversaw appointment notifications; <br />oaths of office, and posting of over 1050 public meetings <br />conducted for appointed and elected boards and com- <br />mittee members <br />• 2009 Ethics Reform legislation , imposing changes to <br />the Conflict of Interest Law and Public Records Law <br />
