Kolb, the Board voted 3- <br />0 to approve the minutes of February 24, 2011. <br /> <br /> <br />2.The Chairman discussed with the Board Article 31, a change to the Tree By-Law. On a <br />motion by David G. Williams and seconded by Ralph D.
