HomeMy WebLinkAboutHPB.revised.charge.2011HOUSING PARTNERSHIP BOARD Members: 17 voting members and 3 liaisons Appointed By: Selectmen (14 member appointments); Designated Board and Committees (3 member appointments) Length of Term: Three years Appointments Made: September 30 Meeting Times: As Posted Description: The Lexington Housing Partnership is charged by the Board of Selectmen to promote and support affordable housing activities and to recommend appropriate actions. The purpose of the Partnership will be to bring together the many committees, groups and dedicated individuals that have been working on housing issues, needs and production to create a unified, focused approach to achieve the broadly shared goal: affordable housing in Lexington. (See further description in attachment A) Criteria for Membership: In order to create a unified, focused approach to affordable housing it is important to draw members from a broad spectrum of housing advocates. The Housing Partnership will consist of 17 voting members, each appointed for a term of three years. Governmental Entities will be asked to name one of their members as a voting member of the partnership, or as a liaison to the partnership, as outlined below. The Board of Selectmen will appoint all other members. Alternates who can vote if the member is unable to attend a meeting may be designated. Alternates will be encouraged to attend all meetings, but do not need to attend all meetings in order to vote in the absence of the member. Alternates should stay informed on the current issues, either by attendance or review of materials and minutes. Ref.: Charge adopted by Board of Selectmen on December 1, 2003. Board of Selectmen voted to designate as Special Municipal Employees on 1/18/06. Revised charge October 15, 2007 to 18 Selectmen appointments and 3 appointed by designated boards or committees. Revised charge March 15, 2010 to increase general housing advocates to 13, removing specific organizations and removing three liaisons. Revised charge September 26, 2011 to decrease membership from 21 to 17 voting Members. 11/05/03 Attachment A RESPONSIBILITIES The Board of Selectmen and the Town Manager call upon the Partnership, working with other community agencies and organizations, to carry out certain tasks in support of this goal. These include, but are not necessarily limited to, the following: • Identifying local, state, and federal housing resources available to Lexington • Working to enhance land use regulations and zoning bylaws to mandate or encourage a more affordable housing stock • Developing and modifying affordable housing strategies based on the Planning Board's Comprehensive Plan: The Lexington We Want • Increasing public awareness through public information and forums • Locating available land and developed properties suitable for development of affordable housing • Working with developers of affordable housing • Making recommendations on the pros and cons of particular housing proposals • Advising the Selectmen and the Planning Board to aid in their decision - making process PROCEDURES The Partnership shall operate in accordance with the procedures contained in the Town of Lexington Board and Committee Handbook. In fulfillment of this charge the Partnership will forward its specific recommendations and conclusions to the Board of Selectmen.
