<br />**** DRAFT ****Minutes of the Community Preservation Committee <br />Wednesday, April 25, 2011 <br />3:00 pm <br />Ellen Stone Room <br />Cary Memorial Building <br /> <br /> <br />Present: <br />Board Members: <br />Wendy Manz,Chair; Marilyn Fenollosa, Vice-Chair; Joel Adler, <br /> <br />Norman Cohen, Leo McSweeney, Sandy Shaw, Betsey Weiss, Dick Wolk. <br />Administrative Assistant <br />: Nathalie Rice <br /> <br />Also in attendance was David Kanter, member of the Capital Expenditures Committee <br />(CEC). <br /> <br />The meeting was called to order at 3:05 pm by Ms. Manz. <br /> <br /> <br />1.Town Meeting and FY12 Project Year Wrap-up – <br />Ms. Manz <br />acknowledged areas where she hoped to improve. She noted that the CPC <br />Report to Town Meeting should be started earlier to allow more leisurely <br />review by committee members and that future CPC Public Hearings should <br />include prior notification to the TMMA and confirmation of LexMedia <br />coverage. She asked members their opinions on the voting process for CPC <br />articles at the recent March Town Meeting, to which there was mixed <br />reaction. Some members felt the CPC articles should all be voted at once, <br />while many felt an individual vote was more appropriate. A straw vote was <br /> <br />taken, which recorded the majority opinion supporting individual voting (6-2). <br /> <br />Members noted that they appreciated receiving Town Counsel’s opinion early <br />in the review process, and suggested that Kevin Batt attend a CPC meeting <br />next fall to be available for questions. <br /> <br />There was a general discussion of Town Meeting’s vote against a CPA <br />allocation of $30,000 in planning funds for the Leary property. Members felt <br />some neighbors interpreted the vote as a referendum on the whole project, <br />which was generally agreed by members as unfortunate. <br /> <br /> <br /> <br />2.Signs for CPA-Funded Projects – <br />Ms. Shaw reported on her progress <br />regarding the design and installation of signs for active CPA-funded projects. <br />She said the signs would be 18”x 24” and would be mounted on two stakes. <br />The cost for each sign was approximately $175. The Committee voted (8-0) to <br />approve $3,000 for the purchase of up to 10 signs, and to authorize Ms. Shaw <br />to represent the CPC before the Historic Districts Commission to seek <br />approval for the installation of signs in Historic Districts. <br /> 1 <br /> <br />
