Selectmen’s Meeting <br />April 4, 2011 <br /> <br />A meeting of the Board of Selectmen was held on Monday, April 4, 2011, at 6:00 p.m. in the <br />Selectmen Meeting Room, Town Office Building. Chairman Manz, Mr. Kelley, Mr. Cohen, Mr. <br />Burnell and Ms. Mauger; Mr. Valente, Town Manager and Ms. Pease, Executive Clerk, were <br />present. <br /> <br />Liquor Hearing – Lexx Restaurant Alteration of Premises <br /> <br />Mr. Bateman, Lexx Restaurant, stated that they are doing some renovations to increase the <br />seating to 120 and freshen up the restaurant after being in business for 6.5 years. <br /> <br />Upon motion duly made and seconded, it was voted 5-0 to approve the application for the <br />alteration of the licensed premises and issue an all alcoholic common victualler liquor license to <br />Group R, Inc. d/b/a Lexx Restaurant, 1666 Massachusetts Avenue. <br /> <br />Discussion of Articles <br /> <br /> Article 24 – Amend FY2011 Operating and Enterprise Budgets <br />All of the Selectmen support this article. <br /> <br />Upon motion duly made and seconded, it was voted 5-0 to approve the proposed amendments to <br />the FY2011 operating budget for discussion under Article 24. <br /> <br /> Article 25 – Appropriate for Authorized Capital Improvements <br />Article 25 will be indefinitely postponed. <br /> <br /> Article 4 – Appropriate FY2012 Operating Budget <br />The Selectmen discussed the proposed reconsideration of an amendment to Article 4 for a study <br />group to conduct a retrospective review of the accuracy of fiscal impact projections over the past <br />ten years that may come up at tonight’s Town Meeting for reconsideration. <br /> <br />There were questions about how much staff time would be needed and/or if money for a <br />consultant should be requested. <br /> <br />Mr. Kelley does not support hiring a consultant to study the issue and does not want to take time <br />from staff. If a group is formed information should be limited to all reports/files that are <br />available as part of the Town’s public records. <br /> <br />Mr. Cohen does not object to the group being formed and looking at the public records, but is <br />concerned that a burden will be put on staff. He hopes the Selectmen will comment at Town <br />Meeting about the very limited staff time that would be available for this effort. <br /> <br />Ms. Mauger thinks that the Town Meeting Members Association (TMMA) might form the study <br />group and she would not stand in their way. <br /> <br />
