LEARY PROPERTY COMMUNITY HOUSING TASK FORCE <br />Room 207, Town Office Building <br />Meeting Minutes of February 9, 2011 <br />Present: Bob Bicknell, Lester Savage, and Betsey Weiss. <br />Bill Hays and Carter Scott <br />Staff: Aaron Henry and Maryann McCall- Taylor <br />Absent: George Burnell, Stephen Keane, Bill Kennedy, Deb Mauger, <br />Wendy Manz <br />Minutes <br />As there was not a quorum, no official action was taken. <br />Carter Scott of Transformations, Inc. did a presentation on high energy efficiency, <br />affordable houses that he has built. In Townsend he built a zero energy house that sold <br />for $195,200, the price set by the 80% AMI. The hard costs were $124 a square foot. The <br />house was 1,152 square feet and included a one -car garage. Its attributes included the <br />following: <br />■ 12" think walls <br />■ Triple pane windows <br />■ Efficient heating and cooling, using mini- splits <br />■ Efficient water hearing <br />■ Tight air sealing <br />■ Ventilation <br />■ Passive solar orientation. <br />Utility regulators have sponsored several energy challenges to encourage the <br />development of energy- efficient houses. The Boston Housing Authority has a zero <br />energy challenge in progress for a four -unit rental development. <br />Mr. Scott showed a sketch site plan of the Leary property. Roughly on the site of the <br />existing house was a two -unit Georgian Colonial attached to a one -unit Cape by a <br />breezeway with three units in a barn -like structure in the rear. <br />Mr. Scott said that the task force would need to provide potential developers with who <br />the target market was (i.e., young families, seniors, or empty nesters), the unit square <br />foot ranges and the number of bedrooms. He felt he could produce one -eight scale <br />drawings and a site plan for $4,500 to $6,000. <br />Future Meetings <br />The next Task Force meetings are; <br />
