61-394 <br />Selectmen's Meeting - August 16, 1999 <br />Appointment of Fletcher Street Land Use Referral Committee <br />Upon motion duly made and seconded, it was voted to appoint the following to the Fletcher <br />Street Land Use Referral Committee: School Committee Rep. Fred Rosenberg, Conservation <br />Commission Rep. Bebe Fallick, Article 17 Sponsors Cindy Savage and Ted Page, Center <br />Committee Rep. David Williams, and Selectmen Rep. Cathy Abbott who will chair the <br />Committee. <br />It was further noted that a Subsidiary Motion sponsor and Planning Board Rep. would be <br />appointed at the next meeting. <br />Minutes <br />Upon motion duly made and seconded, it was voted to approve the minutes of the meetings of <br />July 12, July 13, July 26 and July 27, 1999. <br />Executive Session Minutes <br />Upon motion duly made and seconded, it was voted to approve the executive session minutes of <br />the meetings of July 12 and July 26, 1999. <br />Selectmen's Gift Account - Hanscom <br />Mr. White explained a need as well as a desire among many citizens to establish a Selectmen's <br />Gift Account to help defray the costs associated with efforts at deterring the expansion of <br />aviation use at Hanscom. <br />Upon motion duly made and seconded, it was voted to establish a Selectmen's Gift account to <br />help defray the costs of legal or other professional services associated with the HATS and/or <br />Lexington efforts at deterring expansion of aviation use/activity at the Hanscom/Massport <br />aviation facility. <br />Budget - Out of the Box Items <br />Mr. White reviewed several "out of the box" proposals identified during the FY2000 budget <br />process. These are ideas that do not fit into traditional models for change or enhancements to <br />town programs. <br />There was much discussion over the prioritization of three areas described by the manager as <br />ripe for examination: the creation of a special retail service district (in the center of Town) and <br />enhance tourism efforts; consolidation of services; and the creation of an innovations fund to <br />allow the pursuit of school and town budgetary revenue/program saving innovations. <br /> <br />
