Minutes for the Meeting of February 11, 2004 <br />audience. Their questions had to do with whether or not permit fees would be reduced, the protocol for <br />deciding level of detail of review relative to the Town's review standards, how the reviews would be <br />priced and what the process for communicating with the reviewing engineer would be. <br />Mr. Carbonneau indicated that he would issue a Request for )Proposal for the work and endeavor to <br />provide the best value and fairest process possible. He indicated that the arrangement might end up being <br />better all around. <br />MINUTES <br />Review of Minutes The Board reviewed and corrected the minutes for the meetings of November 5, <br />2003, January 7 and 21, 2004. On a motion duly made and seconded, it was voted to approve the minutes <br />as amended. <br />COMPREHENSIVE PLANNING <br />Executive Order 418, Additional Work Mr. Garber reported that consultant Rick Taintor, Taintor and <br />Associates, who is doing work for the Board with a grant authorized by Executive Order 418, has finished <br />his first assignment, an analysis of the impervious surface and open space requirement the Development <br />Regulations. There is still enough money left in the grant for him to continue working on issues related to <br />implementing the Comprehensive Plan, as required by grant conditions. His contract ends on June 30, <br />2004. <br />A number of potential subjects were brought up — "tweak" the cluster bylaw; center business district <br />issues, e.g., parking, store vacancies, potential new uses in the Battle Green Inn property; examine DB <br />zoning as a whole. Mr. Kastorf commented that the center parking issue has been studied a number of <br />times. The issue is so complex and involves so many "players ". Mr. Garber suggested doing a zoning <br />analysis and a history of center initiatives and successes. Mr. Kastorf urged that the results be a public <br />document. <br />Mr. Garber indicated that he would speak with Mr. Taintor about an estimated cost of such a study. <br />ARTICLES FOR 2004 TOWN MEETING * * * * * * * * * * * * * * * * * * * * * * ** <br />Rezone Met State _Hospital Site, AvalonBay The Board reviewed the various issues that need to be <br />worked out with AvalonBay Communities, Inc. relative to its redevelopment proposal for the former Met <br />State Hospital site before the public hearing on March 10. The number of units planned is 430 and that is <br />seen as too many by nearly everyone. <br />The memo from the Transportation Advisory Committee received by staff this week asks the Board for <br />guidance before TAC meets with AvalonBay. <br />On a motion duly made and seconded, the Board voted unanimously 6/ dj �1 <br />ourn a0: 0 p.m. <br />Davies, Clerk <br />
